General Summary
This position is responsible for overseeing and implementing all procedures pertaining to building construction and permitting and oversight of the Florida Building Code within the City of Atlantic Beach, including permitting, plan review and inspections. This role requires a strong understanding of state and local codes, and construction principles, and practices. The Building Official will work closely with City staff, local developers and contractors, and community partners to ensure enforcement of all building, electrical, plumbing, mechanical, construction and other related codes.

Duties and Responsibilities
Ensures the City is enforcing the Florida building code, and applicable laws, ordinances, regulations, and citing unlicensed contractors working within the city.

Ensures construction plans submitted for permitting are reviewed and inspected for compliance with codes.

Meets with customers to resolve construction and building code related problems or interpretations.

Coordinate with City staff, volunteers, and community partners to ensure the successful execution of building permitting and inspection process

Manage permitting and building inspection section staff and assist customers with permits.

Inspects construction projects to ensure compliance with applicable codes and construction practices.

Enters inspection and investigation results into a computer and prepares written notes for the construction site and prepares monthly, quarterly, annual reports for City Manager with metrics and analytics.

Halts construction projects for non-compliance and code violations or safety violations.

Read construction drawings and plans and consults with and instructs contractors on applicable codes and corrective action as necessary.

Investigates reported code violations and secures evidence in cases of violation and issues building code citations and presents cases before regulatory agencies.

Educate the public and contractors about environmental impact and the importance of protecting coastal resources.

Develop and maintain partnerships with community organizations and businesses.

Facilitate opportunities to reduce environmental impact and preserve community and coastal resources

Ensure compliance with all applicable state and county regulations, including those related to electrical, plumbing, mechanical, building and land use.

Coordinate with regulatory agencies to obtain necessary reviews, and approvals.

Develop and manage budgets for building inspection and permitting enterprise fund.

Monitor expenses and ensure adherence to budget guidelines.

Identify cost-saving opportunities and implement strategies to maximize resources.

Attend professional association meetings as required.

Perform all other related duties as required.

Education and Experience
A 7-year combination of education and experience in building construction or related field, including at least two (2) years in a supervisory capacity with considerable experience in the administration aspects including budget development and administration, personnel management, organization and delegation of responsibilities.; or any equivalent combination of acceptable education and experience with building code and permits providing knowledge, abilities, and skills cited herein.

Licenses and/or Certificates:

Possess and maintain a valid driver's License and satisfactory driving record throughout employment. The City Building Official shall possess a Standard Building Code Administrators license, pursuant to Section 468.60 9, Florida Statutes. Also must obtain and maintain within twelve (12) months of hire, a standard State of Florida license as a Residential 1 & 2 Family Building Inspector and Plans Examiner license. Within twelve (12) months of hire, must obtain and maintain Florida Coastal Building Inspector Certification. Within eighteen (18) months obtain Certified Floodplain manager certification. Within eighteen (18) months obtain Administrative Aspects of Code Enforcement through Florida Association of Code Enforcement (FACE).
Knowledge, Skills and Abilities
Knowledge of building construction, procedures, and codes. Knowledge of permitting and plan review best practices, and laws of the Federal, State, local ordinances as they pertain to City of Atlantic Beach Building construction and permitting. Knowledge of community engagement tools and techniques. Knowledge of budgeting and regulatory best practices. Knowledge of city and departmental services, programs, operating rules, regulations, and procedures. Knowledge of modern computer programs such as Windows, MS Word, spreadsheets, etc.
Skilled in multi-tasking, skilled in project management/scheduling, and time management.

Skilled in employee supervision, employee development, and disciplinary procedures and actions.

Ability to perform mathematical calculations including basic geometry. Ability to inspect buildings, land and structures. Ability to plan, organize, control and evaluate the building permitting section. The ability to develop, recommend and present building inspection goals and objectives within the context of departmental policies and priorities. Ability to develop and implement short- and long-range budget plans that accurately reflect permitting needs.

Ability to plan, assign, and supervise the work of others. Ability to read, interpret and enforce laws, codes and regulations in accordance with City policy; maintain records and prepare clear, complete and concise reports. Ability to evaluate situations accurately and adopt an effective course of action.

Ability to deal effectively with the public; Establish and maintain cooperative relationships with the public and other agencies including ability to speak and write effectively and clearly. Ability to lift and move items weighing up to 40lbs, and climb a ladder to inspect high up areas on construction sites, including attics, roofs, trusses.
