Summary

The incumbent's primary responsibility is to oversee the technical, regulatory and administrative functions of the individual laboratory sections within their divisions to ensure operations are consistent with the goals of the Department and consistent with the mission of the University of Pennsylvania Health System.

Sections in Laboratory Medicine and Hematopathology include but are not limited to: Central Receiving and Processing, Referral Testing, Core Automated Lab (Hematology, Chemistry, Coagulation, Urinalysis, Infectious Disease), Special Coagulation, Urinalysis, Toxicology, HLA, Immunology, Flow Cytometry, Hematopathology, Microbiology, Endocrinology, Point of Care Testing, and Satellite Testing Operations at PCAM, Radnor, Valley Forge, HUP 54 (Cedar), West Chester, Exton, and Kennett Square.

The Administrative Director is responsible for leading, and overseeing the Divisions' overall operations and technical services, maintaining regulatory compliance, managing personnel, and managing all fiscal affairs.

Responsibilities:

Operations:
  • In partnership with Sr. Director, Section Chiefs, and Medical Director, responsible for ensuring divisional programs/services meet goals and operational performance standards
  • Ensures coordination and communication within the laboratory to achieve best practices and a collaborative environment
  • Facilitates partnerships with internal and external stakeholders, and establishes work processes and practices for the Divisions in support of the department goals, including research participation
  • Facilitates or initiates changes in operational systems which will improve delivery and quality of patient care and/or improve efficiency
  • Works with Department resources on contract terms and approvals, plans for growth and expansion, and interim and long-term space planning needs for divisions
  • Leads and executes planning efforts for the divisions
  • Plays key leadership role in One PennLab initiatives involving divisions
  • Works with Managers and IT leads for PennChart/Epic, Cerner, and other laboratory systems to ensure issues, features/functionality, upgrades, projects, and reporting requests are scoped, prioritized, and completed in a timely manner

Regulatory Compliance:
  • Partnering with Quality and Safety Manger, PLM Director or Quality, Medical Director, and Sr. Director, responsible for ensuring the division(s) meet(s) quality/safety standards, maintains the highest quality of work and directs quality improvement opportunities
  • Responsible for divisional readiness for all professional regulatory and accrediting agencies requirements of the division including: AABB, CMS(Center for Medicare/Medicaid Services), DOH (Appropriate state Dept. of Health), DOH (Bureau of Laboratories), CAP (College of American Pathologists), CLSI (Clinical laboratory Standards Institute), FDA, FACT, TJC (The Joint Commission), OSHA (Occupational Safety and health Act), NRC (Nuclear Regulatory Commission), DEA (Drug Enforcement Agency), DOT (Dept. of Transportation: Shipment of Hazardous Material)

Fiscal Management:
  • Works with Department resources to coordinate and collate departments' annual capital, payroll and non-payroll budget projections
  • Prepares appropriate justification and/or ROIs for new program or replacement item funding
  • Reviews monthly expense reports and variance reports and devises strategies to reduce wastage and expenses and look for opportunities to grow revenue
  • Collaborates with management to establish competitive pricing for business development by reviewing competitor pricing and recommending adjustments as needed

HR & Staff Development:
  • Oversee the leadership in the Division(s), participate in recruitment, and ensure all competencies, performance reviews and mandated education is complete for Division staff
  • Facilitates internal and external partnerships and an environment of employee engagement and satisfaction
  • Ensures all staff involved in moderately complex or highly complex testing meet personnel qualification requirements as defined by federal, state and accrediting agency regulations
  • Builds effective teams, drives engagement, and develops talent through mentorship, on-going coaching, and feedback
  • Guides team in fostering an environment that supports diversity and promotes trust, integrity and high performance
  • Conducts regular staff meetings to share information, solicit feedback and build productive relationships
  • Plans and coordinates continuing education programs designed to maintain and increase the technical skills and knowledge of self and assist staff to reach full potential

Qualifications:

Bachelor's degree with 10+ years of Clinical Lab experience and 6+ years of experience managing high volume clinical labs while meeting superior customer service expectations.
