The Street Transportation Department, Design and Construction Management Division, has a vacancy for a Construction Inspections Supervisor position. This position leads a team of field staff engaged in technical inspections and overseeing the construction of the City's Capital Improvement Projects while performing a broad range of supervisory responsibilities. Projects can include major street projects, traffic signal modernization, pavement preservation, sidewalk and curb ramp improvements, emergency repairs, High-Intensity Activated Crosswalks (HAWKS), Active Transportation projects, Storm Drain solutions, Water and Waste infrastructure, and bridge construction.

This position's primary responsibilities include but are not limited to:
- Interpreting and applying MAG standard specifications and details, City of Phoenix supplements to MAG.
- Resolving construction conflict problems where possible and recommends desirable changes or solutions.
- Managing, supervising, directing the administrative functions of the inspection team and taking disciplinary action as required.
- Reviewing project pay estimates, final balance sheets, plan efficiencies, status reports and press releases prepared by inspectors.
- Observing or monitoring construction methods and materials to determine compliance with prescribed operating or safety standards.
- Maintaining good working relationships with internal and external partners, contractors, utility companies and others working or holding activities in the right-of-way.
- Overseeing the construction and administering contracts for Capital Improvement Projects, reviewing traffic control plans, design plans, and specifications as they relate to activities in the city's right-of-way.
- Communicating effectively and professionally with customers, City employees, boards and commissions, and the public in face-to-face or one-on-one settings, group settings, through electronic communications, or using a telephone.
IDEAL CANDIDATE
Knowledge of/in:
- Construction field safety practices.
- Principles and practices of civil construction.
- MUTCD and City of Phoenix Traffic Barricade Manual.
- City Code sections that apply to construction work in the right-of-way.
- Federal, state, and local regulations for Capital Improvement Projects (CIP).
- Maricopa Association of Governments (MAG) Standard Specifications and Details, City of Phoenix Specifications and Details for Public Works Construction, and knowledge of field safety is preferred.
- Analyze information and make decisions.
- Communication effectively orally or in writing.
- Collaborate with managers, peers, staff, and utility companies.
- Read and interpret construction plans, drawings and specifications.
- Utilize Microsoft Office Suite, including Outlook Excel and Word with proficiency.
- Supervise an inspection team, provide guidance, and enforce disciplinary actions as needed.
SALARY
Pay Range: $76,627 to $113,193 annually.
Hiring Range: $76,627 to $97,780 annually.

MINIMUM QUALIFICATIONS
- Six years of experience in field inspection engineering work, including two years of technical and skilled public works construction inspection experience (or one year at the level of Chief Construction Inspector).
- Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. - Work hours will be from 6:30 AM - 3:30 PM on weekdays, and must have the ability to work irregular hours, weekends, holidays, evenings, and on-call when required.
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Applicable certifications for inspections of Public Works is desired.
- Municipal construction inspection.
- Administrating operating budgets.
- Inspection of temporary traffic control.
- Materials testing processes and standards.
- Supervision of staff, contractors and vendors.
- Working with the general public, council and management.
- Contract management for contractors and design consultants.
- Reading and interpreting engineering drawings and specifications.
- Producing written documents with clearly organized thoughts with proper sentence constriction, punctuation and grammar.
