The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over nearly 400 sailings each day on nine ferry routes. WSF transports nearly 19 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.
The Opportunity

WSDOT is currently seeking a Capital Program Development Specialist to assist with the program development functions of WSF's Capital Program. This position will work with Terminals Engineering, Vessel Engineering, and other programs to develop WSF's Capital Program which is currently $698 Million in the 2023-25 biennium.
What to Expect

Among the varied range of responsibilities held within this role, you/the Capital Program Development Specialist will:
  • Assist with developing WSF's capital program.
  • Evaluate the performance of the alternative preservation program proposals submitted by the engineering offices.
  • Prepare zero-based overhead budget submission and supporting documentation.
  • Prepare the PIN-level versions of the WSF Capital Budget Request (biennial and supplemental).
  • Facilitate the Capital Committee approval of the capital budget request/project list.
  • Assesses the responses to questions about WSF's Capital Budget from the Governor's Office, Legislative Staff, and others for consistency, accuracy, and completeness of the request.
  • Work with WSF's Operating Program to develop and maintain an annual labor/FTE report that includes historical levels by department, biennial levels by department, and other information as necessary.
  • Assist the Program Development Supervisor and work with the appropriate departments to update the legislative reporting tracking spreadsheet with all new reporting requirements and any adjustments to existing reporting requirements.

Qualifications

To be considered for this opportunity, the following are required:
  • Bachelor's degree involving major study in transportation, environmental or urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences, and,
  • Four (4) years of professional transportation experience developing and managing large program-level budgets to address transportation issues and creative solutions to complex transportation problems.

OR
  • Eight (8) years of experience in a related field (i.e. Budget Analyst, Budget Development, Program Development, Program Delivery, Project Management, Financial Analysis, Program Planning, Project or Program scheduling, Capital Delivery).
  • A Master's degree in one of the above fields will substitute for one year of the required experience.

It is preferred that qualified candidates also have:
  • One (1) year of experience as a Transportation Engineer 3 or equivalent such as a Bridge Engineer 4 or Transportation Planning Specialist 3.
  • Eight (8) years of each of the following:
  • Understanding, and interpreting technical engineering practices, policies, procedures, and standards, and applying this knowledge correctly to complete assigned work.
  • Understanding, interpreting, and analyzing engineering information needed to develop and manage large program-level budgets to address engineering solutions.
  • Understanding, interpreting, analyzing, and correctly applying federal and state laws, policies and procedures to assigned work.
  • Understanding and interpreting complex information, considering and researching alternative courses of action, and making appropriate recommendations for action and/or formulating appropriate solutions.
  • Building and maintaining trust and mutually beneficial professional relationships, and contributing positively to work groups and team projects.
  • Communicating and interacting effectively with diverse customers and co-workers in a professional manner, including communicating complex ideas clearly and effectively, via telephone, in writing, or person.
  • Multitasking in a fast-paced environment and meeting expected deadlines.
  • Four (4) years of experience proficiently operating a personal computer to generate reports and spreadsheets using a variety of software/systems, such as the internet, Windows, Microsoft 365 (formerly Office), and mainframe or cloud applications.
  • Demonstrated advanced working knowledge of Microsoft Office applications including spreadsheet, database, and graphic software as well as other computer applications required.
  • Demonstrated ability to function effectively in a multi-disciplinary team environment working under tight deadlines, follow instructions from supervisor and communicate clearly and professionally with diverse groups and individuals both verbally and in writing.

  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
