NMRHCA was established in 1990 to provide health care coverage to retirees of state agencies and eligible participating public entities. Approximately 305 public entities including cities, counties, universities and charter schools participate in NMRHCA. The agency provides medical plans for both non-Medicare and Medicare-eligible retirees and their dependents as well as dental, vision and life insurance. The Authority currently provides coverage to approximately 66,000 retirees and their dependents. The Authority is governed by an 11-member Board of Directors.

Why does the job exist?

The IT Network Administrator II is security-centric and provides oversight and protection of perimeter and internal cybersecurity services for the New Mexico Retiree Health Care Authority agency. In addition, will coordinate and track compliance requirements, perform network audits, troubleshoot and take corrective actions, and support and maintain other risk areas. The IT Network Administrator II will be responsible for protecting RHCA's data and member's Personal Health Information (PHI) as required by Health Insurance Portability and Accountability Act (HIPPA) and other regulations. Advanced networking skills, the ability to manage projects, and working with a degree of independence are critical to this position, to ensure operations run optimally and efficiently.

How does it get done?

The IT Network Administrator II will support and ensure the security of the New Mexico Retiree Health Care Authority agency's network infrastructure, including agency firewalls, Virtual Private Networks (VPN), switches, routers, and proxy servers. Responsibilities include security analysis based upon best security practices, review of identified vulnerabilities, and monitoring of network security. The position will regularly advise, collaborate, provide long-range and high-level planning to ensure best security practices and will review and provide recommendations to network configurations, network protocols, network bandwidth and connectivity, vulnerability scans, audit findings, corrective action plans, and maintain network and security documentation. They will work closely with Network Administrator I. The IT Network Administrator II will also be expected to stay apprised with the latest network/system technology tools, and evolving threats and when necessary, communicate with vendors and peers, attend webinars, off-site presentations/meetings, and trainings.

This position serves the Retiree Health Care Authority (RHCA) agency, all internal and external members/clients including other RHCA information technology sections.

Ideal Candidate

The ideal candidate will have experience in the following:
* Network Security and Virtual Private Networks
* Routers, Switches and Firewalls such as Cisco, Juniper, FortiNet, HPE/Aruba, Watchguard, etc
* Intrusion protection, DNS inspection, URL-filtering
* Information Technology Governance
* Information security policies, standards and industry best practices
* Compliance framework for information security
* Audits, risk assessments and documenting results
* Information Security and Server domains, concepts and principals
* Network and Risk Management monitoring and performance tools
* Zero Trust Network Architecture and Multi-Factor Authentication
* Microsoft Server administration, security services and software
* SANs storage servers, such as Dell EMC or HP MSA

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in network administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid driver's license.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some in-state travel may be required.
