This position is hybrid, Mon-Fri. 3 days/wk on site.

Position Summary: Responsible for designing, implementing and evaluating the expansion of quality mental health and social services programs for adults and children at all Saban Community Clinic (SCC) Locations. Participate in budget development and identification of funding sources, grant writing and grant applications. Provide direction for day-to-day management and execution of Behavioral Health programs and strategic planning for behavioral health services at SCC. Establish and maintain linkages in the community with such entities as LA County Department of Mental Health, LA Unified School District, mental health student internship programs and other mental health and social services organizations.

Duties and Responsibilities:
  • Supervise clinical and administrative staff including but not limited to Behavioral Health (BH) Manager, Behavioral Health (BH) Clinical Supervisor and Psychiatrists.
  • Ensure appropriate staffing levels, anticipate changes in staffing needs and coordinate staff when shortage exists.
  • Assign workloads, develop priorities, and establish work schedules and policies necessary to ensure timely and accurate completion of tasks.
  • Manage all incentive plans in collaboration with BH Manager and BH Clinical Supervisor to improve productivity.
  • Ongoing assessment of unmet community needs and development of responsive program design and budget to address such needs.
  • Seek new grant opportunities, develop new programs and/or consult on existing programs for grant application; identify funding sources available to support child and adult mental health services programs as well as identifying and optimizing billing for individual services rendered.
  • Develop quality improvement outcome measures and program goals, conduct ongoing program design, implementation, evaluation and refinement. Work with CMO and CFO to assure fiscal health of programs.
  • Ensure that program goals and objectives are met through continual monitoring of data, effective communication, and collaboration with other departments and agencies.
  • Maintain current knowledge on optimal cost-effective treatment modalities and systems of care.
  • Work with staff in development and revision of policies, procedures and protocols for care.
  • Ensure compliance with credentialing requirements for Behavioral Health team
  • Oversee in-service training to staff on mental health topics and issues.
  • Regular collaboration with other departments on innovative projects (i.e. Gender Affirming Care, ECM Program, Street Medicine)
  • Facilitate monthly department meetings and weekly administrative meetings with BH Manager and BH Clinical Supervisor.
  • Participate in external meetings and committees; represent Saban Community Clinic's BH Department at local planning groups, policy forums and collaboration meetings as needed.
  • Advocate for trauma informed care and promote integration of medical and behavioral health.
  • Identify annual Quality Improvement Goals and Measurements and create QI project timeline and implementation plan in collaboration with Behavioral Health Manager and QI Director.
  • Utilize data to direct/facilitate systems changes to improve patient and staff satisfaction.

Position Requirements:
  • Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Psy.D. (Clinical Psychologist) preferred.
  • Prior experience working with vulnerable population, homeless or substance using individuals.
  • 5-10 years of work experience in non-profit or community agency setting, ideally working with ethnically diverse populations.
  • Administrative and fiscal experience as well as strong leadership, communication and interpersonal skills.
  • Excellent clinical skills to successfully supervise clinical staff.
  • Prior experience with 5150 capabilities desired.
  • Working knowledge of social services in the Greater Los Angeles area.
  • Knowledge of local, state and federal regulations.
  • Strong problem solving, group facilitation and teamwork skills.
  • Must demonstrate an understanding of clinic operations, mental health policy trends and any applicable regulations related to the responsible functional area.
