SUMMARY OF POSITION
This position performs advanced-level professional planning functions under the direction of the Community and Economic Development Director. This role will supervise the Planning team, manage complex/critical planning projects, and ensure all planning activities comply with local, state, and federal regulations. The Planning Supervisor will lead high-level customer meetings, collaborate on development reviews, and provide key input on strategic planning initiatives while ensuring effective team performance, staff supervision, performance management, and professional growth. The Planning Supervisor also supports the preparation of budgets and provides technical expertise as needed.

ESSENTIAL FUNCTIONS

- Supervision
- Supervises, trains, and mentors planning division staff, ensuring timely task completion and professional development.
- Set clear goals for staff and ensure adherence to City standards, policies, and procedures.
- Advanced Level Planning
- Manage and oversee complex planning projects, including land use reviews, zoning applications, and critical development assessments.
- Serve as the City's technical expert on urban planning issues, providing guidance to the City Council, Planning Commission, and other stakeholders.
- Draft and evaluate ordinances, code amendments, and policy documents to align with city growth strategies and legal requirements.
- Manage and oversee consultant contracts and external partnerships, ensuring timely completion of projects.
- Lead the implementation of the City's comprehensive and strategic planning objectives.
- Track key projects, maintain records, and ensure compliance with state and local regulations, including the Growth Management Act (GMA) and State Environmental Policy Act (SEPA).
- Stakeholder Engagement
- Represents the Planning Division at City Council, Planning Commission, and other public meetings, clearly presenting complex planning concepts.
- Resolves planning-related conflicts and disputes with community members, developers, and other stakeholders in a professional and tactful manner.
OTHER JOB FUNCTIONS:
- Stays current on developments, trends, and legislation related to planning and zoning.
- Monitors and responds to changes in local, state, and federal regulations impacting planning activities.
- Responds to resident inquiries, complaints, and requests for information, resolving issues professionally.
- Provides technical guidance to the public, developers, and staff.
- Performs other related duties as assigned.
POSITION QUALIFICATIONS
Education and Experience:
Any combination of education, skills and experience sufficient to demonstrate the ability to perform the essential functions and knowledge required for the position.
- Bachelor's degree in Urban Planning, Public Administration, or related field.
- Three (3) years of progressively responsible experience in planning or development review.
- One (1) year of supervisory or lead experience preferred.
Licenses, Certifications, and Other Requirements:
- Possession of a valid driver's license.
- Certifications related to planning (e.g., AICP) preferred.
SUPPLEMENTAL INFORMATION
- Work is primarily performed in an office setting with occasional field visits required.
- Attendance at evening meetings, including City Council and Planning Commission sessions, may be required.
- Occasional travel for training, conferences, or site visits may be necessary
