JOB PURPOSE/SUMMARY
Under general supervision, oversees and performs a wide variety of skilled plan examinations of structures to ensure compliance with the City's Municipal Code, California Building Electrical, Plumbing, Mechanical and Energy Codes; applicable Federal and State regulations. Performs technically advanced and complex inspections of residential and commercial buildings and their components, directs and supervises field inspectors and Building Division counter personnel.

REPRESENTATIVE DUTIES
Performs complex plan checking tasks related to residential, commercial and industrial construction projects throughout the City. Acts as project coordinator for routing plans and tracking status of plans while they are being checked by the Building Division and other City Divisions. Performs complex inspections of structures and electrical, mechanical and plumbing installations in the City. Assists building inspectors with inspections when necessary. Provides information to the public relating to the requirements of established building codes. Writes reports relating to the review plans for and the inspection of new and existing structures in the City. Plans, directs and reviews the work of building inspectors and Building Division counter personnel. Performs other duties as assigned or required.

Typical Qualifications
MINIMUM QUALIFICATIONS
A high school diploma or GED AND two (2) years of building inspection and/or code enforcement experience AND two (2) years plans examination experience.
ADDITIONAL REQUIREMENT
Must have at the time of application an International Code Council (ICC) Certification AND Plan Review. Must have at the time of application and must maintain a California driver license. May be exposed to extreme weather conditions, potential physical harm, infectious diseases, hazardous chemicals and/or dangerous machinery. May be required to work outside the traditional work schedule. May be subject to call out and/or call-back.
PREFFERED QUALIFICATIONS
Possession of ICC-IRC Residential Building Inspector (B-1 Certified) and ICC-IBC Commercial Building Inspector (B-2 Certified).

While performing the duties of this job, the employee is frequently required to walk, sit, talk, and hear. The employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is frequently required to climb, balance, stoop, kneel,
crouch, or crawl. May be exposed to extreme weather conditions, potential physical harm, infectious diseases, hazardous chemicals and/or dangerous machinery. Depending on the needs of the City, incumbents in this classification will be required to obtain and maintain additional licenses or certifications
and C.E.U. May be required to work outside the traditional work schedule. May be subject to call out and/or call-back or stand-by schedule with a response to an emergency within thirty (30) minutes.
The employee must regularly lift and/or move up to one hundred (100) pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

New hires with no CalPERS service as of January 1, 2013, will pay 6.2% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.
AGENCY SHOP/DUES DEDUCTIONS: Employees may choose to join Teamster Local 1932 Mid-Management and Professional Unit and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of Teamsters Local 1932.
CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees also provides cafeteria benefit money to use for dental, vision, life, disability insurance, and supplemental benefits. r. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.
LIFE/DISABILITY INSURANCE: The City pays for a basic life insurance policy in the amount of $150,000. Employees pay for short and long term disability plans with a 7-day elimination period.
HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE: City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members.
OTHER BENEFITS: $275/mo. for possession of a Master's Degree. $350/mo. vehicle allowance.
DIRECT DEPOSIT: The City has a mandatory policy for all employees of direct deposit of payroll checks.
