Mission Statement:
The mission of the FBI is to protect the American People and uphold the Constitution of the United States.
Major Duties:
  • Develop, maintain, and follow a written plan that defines project goals, processes, and resources estimates relate to schedule, cost and development. Review and update the project plan throughout the life of the project.
  • Identify, analyze, and prioritize risks associated with IT projects. Control identified risks through the process of project planning and monitoring risk identifiers and management is continually assessed through the life of the project.
  • Maintain oversight of enterprise IT investments and ensure execution is aligned with executive decisions.
  • Develop contract milestone schedules, project charters, and acquisition plans; prepare contract documents such as Independent Government Cost Estimate (IGCE), Market Research Report, and Source Selection Plans.
  • Serve as a liaison between the Procurement Section, Office of General Counsel, Small Business Administrators, Industry partners, Security Division and Budget Section to identify and resolve contractual issues.
  • Monitor the technical work of the contractor and performing quality assurance and inspection of deliverables; Ensuring all work is in accordance with the contract requirements.
  • Write, review, and enforce contracts requirements documents to include the Statement of Work (SOW), Performance Work Statement (PWS), or Statement of Objectives (SOO); translate stakeholder functional requirements into contractual technical requirements.
  • Implement the procurement process by participating and leading teams in developing acquisition strategies, contract administration and management, and closeout upon completion of contract.
  • Plan the technical aspects of the proposal evaluation process and develop evaluation criteria such as a Quality Assurance Surveillance Plan (QASP); and evaluate contractor performance and input accordingly in Contractor Performance Assessment Reporting System (CPARS).

Specialized Experience (SE):
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
  • Experience building interpersonal relationships and the IT lifecycle, and interconnectivity with other FBI components.
  • Experience with and knowledge of broad IT and industry standard contract and acquisition management; assist in ensuring services are procured and consistent with regulations.
  • Experience planning and/or conducting special studies related to the acquisition lifecycle.
  • Experience with pre-award and post-award contract actions. Specifically, Source Selection experience and planning and/or conducting special studies related to the acquisition lifecycle.
  • Experience collaborating with management to identify program requirements and propose recommendations to fulfil those requirements.
  • Experience identifying available resources such as funding, staffing, materials, supplies, and equipment and process contract actions as appropriate.
  • Experience monitoring of federal budget process, procurement, and other financial processes to ensure that objectives and milestones are established and met in a timely manner.
Desired Skills:

  • Department of Justice (DOJ) - Federal Acquisition Certification in Contracting (FAC-C) or Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR).
