DIRECTOR OF MAINTENANCE (DOM)
Directly Reports To: Chief Operating Officer
Mission of
this Position: The DOM is responsible for overseeing all aspects of aircraft maintenance within a company operating under FAA Part 135 regulations, ensuring compliance with regulatory standards, managing a maintenance team, and guaranteeing the safe and airworthy condition of the fleet by effectively planning, scheduling, and executing maintenance activities while adhering to company policies and best practices; this role involves close coordination with pilots, operations teams, and regulatory authorities to maintain operational efficiency and the highest level of safety.
Key Responsibilities: Meet or exceed duties/expectations displaying initiative, adhering to Tropic Ocean Airways (TOA) SOPs, FAA regulations 14 CFR 119.69 and 119.71 describing DOM duties and aligning with core values and goals of the organization.

Essential Skill Set:
To serve as Director of Maintenance under 119.69(a) a person must hold FAA Airframe & Powerplant (A&P) License and either:
(1) Have 3 years of experience within the past 6 years maintaining aircraft as a certificated mechanic, including, at the time of appointment as Director of Maintenance, experience in maintaining the same category and class of aircraft as the certificate holder uses (Note: Categories include things like airplanes, gliders, helicopters, etc. A Class is a subdivision within a category, such as land, sea, multiengine, etc.); or
(2) Have 3 years of experience within the past 6 years repairing aircraft in a certificated airframe repair station, including 1 year in the capacity of approving aircraft for return to service.

Compliance Management:
- Ensure all maintenance activities comply with FAA Part 135 regulations, company maintenance manuals, and industry best practices.
Maintenance Planning and Scheduling:
- Develop and implement comprehensive maintenance schedules for the aircraft fleet, including preventive maintenance, inspections, and repairs.
- Oversight of maintenance activities at satellite locations and during dispersed operations.
Team Leadership:
- Manage, mentor and supervise a team of maintenance technicians, assigning tasks, providing training, and evaluating performance.
- Focus on continuous process improvement and development of staff, their skills and the tools they need to perform their tasks, fostering a culture of safety and excellence.
Budgeting and Cost Control:
- Track maintenance expenses, monitor budget constraints, and identify cost-saving opportunities.
- Ensure the scheduling of staff is sufficient to meet organizational needs.
Aircraft Airworthiness:
- Ensure all aircraft are maintained in an airworthy condition by reviewing maintenance records, approving repairs, and addressing maintenance discrepancies.
Vendor Management:
- Coordinate with external maintenance providers, negotiate contracts, and manage relationships with parts suppliers, maintaining a sufficient level of certified parts to meet the demands of scheduled and unplanned maintenance activity.
Reporting and Documentation:
- Maintain accurate maintenance records, generate reports on maintenance activities, and comply with reporting requirements to regulatory agencies.
- Ensure the department embraces the transition to electronic record keeping for training, maintenance and data management.
Incident Investigation:
- Collaborate with the Director of Safety to investigate maintenance-related incidents, identify root causes, and implement corrective actions.
Technical Expertise:
- Stay updated on industry regulations, aircraft maintenance procedures, and new technologies to maintain operational efficiency.
- Perform final inspection and approval of aircraft Return to Service after departmental action. Review daily turnover statistics.
Essential Skill Set:
