Job Description

The Office of Emergency Management in the Office of Quality & Safety at NYC Health + Hospitals is seeking a qualified emergency manager to support the advancement of emergency preparedness and response coordination across New York City's municipal healthcare delivery system. NYC Health + Hospitals (NYC H+H) is an integrated health care system consisting of 11 acute care hospitals, 6 large community health centers, many smaller community clinics (Gotham Health),5 post-acute care facilities, a certified home health agency (Community Care), correctional health services, and a health insurance plan. NYC H+H's Central Office routinely supports core clinical and non-clinical operations occurring throughout the organization. Central Office of Emergency Management (COEM) maintains primary oversight -in partnership with other Central Office departments, facility Emergency Management and leadership, and regional and governmental partners - for systemwide mitigation, preparedness, response and recovery efforts for incidents of any size, scope, and severity.

Under the direction of the Senior Director for Planning and Operations, the Associate Director will lead systemwide training and exercise activities, coordinate with diverse stakeholders in the planning, management, execution, evaluation, and improvement of key systemwide and interagency emergency preparedness activities, and will serve as a core member of the COEM incident response team supporting health system emergency response.

General tasks and responsibilities will include:
  • Supports the Senior Director for Planning and Operations in representing NYC Health + Hospitals Central Office Emergency Management on regional emergency preparedness bodies, including on NYC Emergency Management (NYCEM) Emergency Support Function 8 coordination calls, Dept. of Health and Mental Hygiene Hospital Preparedness Program (HPP) Health Care Coalition coordination calls, and Greater New York Hospital Association (GNYHA) coordination and planning calls.
  • Collaborates with system and facility Emergency Management leadership to manage diverse emergency preparedness projects and strategic initiatives by developing a project plan and timeline for each, assembling appropriate staff and assigning key project roles as appropriate, identifying required resources, executing the plan to completion, and assessing the need for ongoing improvement.
  • Maintains knowledge of Joint Commission Emergency Management and Environment of Care Standards, Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Conditions of Participation (CoP), Occupational Safety and Health Administration (OSHA), The National Fire Protection Association (NFPA). Supports facility Emergency Management leadership in maintaining compliance with their respective regulatory requirements.
  • Supports maintaining inventory of active federal and state waivers and regulatory flexibilities impacting emergency response operations (e.g., New York State Executive Orders issued under public health or other state emergency or disaster declarations) and communicates and coordinates with system and facility leadership to promote appropriate understanding and use of such flexibilities, including in preparation for their expiration, as part of system emergency response and recovery planning.
  • Supports leadership in overseeing the tracking and management of Central Office Emergency Management projects and strategic initiatives, including maintaining a roster of completed, active, and planned projects/initiatives; supporting project/initiative leads in assembling project plans, milestones, and timelines as needed; tracking progress and identifying vulnerabilities in projects.
  • Supports office leadership in setting operational and financial performance goals, and allocation of fiscal resources related to emergency preparedness activities such as the Hospital Preparedness Program and other grant related initiatives.
  • Develop, plan, and coordinate emergency preparedness and safety training programs, education, and exercises; monitoring and evaluating program effectiveness and identifying opportunities for improvement.
  • Leads exercise and preparedness planning working groups with internal and external stakeholders.
  • Oversee the testing and implementation/publication of systemwide planning resources, in collaboration with relevant resource owners, contributors, and other stakeholders.
  • Completes additional training, as needed, (e.g., National Incident Management System (NIMS)/Hospital Incident Command System (HICS), Hazardous Waste Operations & Emergency Response (HAZWOPER), Certified Healthcare Emergency Professional, Master Exercise Practitioner).
  • Attends Office of Emergency Management and Office of Quality & Safety all staff meetings as required; attends emergency management and preparedness related meetings and conferences as required; and participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, training as required.
  • Performs other related work, as assigned, and is able to work off-hours (nights and weekends), as needed during emergencies.


Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Education, Public Health, Psychology, Personnel Administration, Management, Public Administration or related approved discipline; and,
2. Six years of progressively responsible experience in planning and manpower development and training programs, medical or public health administration or other fields related to training, development and manpower analysis, of which at least two years shall have been in a supervisory, managerial or administrative capacity related to the organization, formulation, development and implementation of such plans and programs; or,
3. A Master's Degree from an accredited college or university in Education, Management, Social Work, Medical Administration, Psychology, Personnel Administration, Public Administration or a related approved field with five years of experience as described in (2) and two years in a supervisory, managerial or administrative capacity;
4. Extensive knowledge of the principles of training and manpower development programs and the ability to analyze and determine the needs of the Corporation, Network or facility; or,
5. A satisfactory combination of training, education and experience indicating the ability to perform satisfactorily.
