Why does the job exist?
The purpose of this position is to support the administration of the Water Protection Compliance and Enforcement Bureau and its mission to protect the public, and the environment by ensuring compliance with, and enforcement of, statutory, regulatory and permitting requirements. This position guides and directs diverse professional staff in the Bureau's Drinking Water, Ground Water Quality, and Surface Water Quality sections to execute compliance and enforcement programs.
How does it get done?
- Lead policy and technical initiatives, ensuring alignment with department priorities
- Facilitate coordination between federal, state, and private entities involved in Bureau programs
- Recruit, manage, and retain a well-trained and motivated professional team
- Oversee daily Bureau operations, ensuring adherence to policies, goals, and grant requirements
- Manage Bureau contracts, grants, and financial resources in collaboration with the Finance Manager
- Assign and delegate work effectively, ensuring compliance with statutes, regulations, and grant commitments
- Conduct regular meetings with Bureau managers to foster teamwork, assess needs, and ensure high-quality work
- Promote a professional, ethical, and respectful workplace environment
- Implement accountability measures, performance reviews, and professional development plans for staff
- Identify and develop future leaders within the Bureau and NMED
- Ensure clear and effective communication with executive management, staff, stakeholders, and the public
- Address high-priority and complex issues, providing recommendations to leadership
- Submit timely reports, including Weekly Activity and Quarterly Performance Reports
- Maintain and improve public communication, ensuring accurate and updated web content
- Enhance responsiveness to management, agencies, regulated entities, and the public

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Leadership, management, and systems change experience
- Regulatory and technical experience in the Bureau subject areas
- Project management experience and ability to creatively solve problems
- Strong written and verbal communication
- Positive attitude towards compliance and enforcement programs
Minimum Qualification
Master's degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and eight (8) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.

Education and years of experience must be related to the purpose of the position.
If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs. In-state travel up to 20% with optional out-of-state travel. Position requires extensive communication interacting with contractors, the regulated community, environmental non-profit organizations, and the public.
