Description of Job
Hybrid. Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHA's needs.

This position is located within the Colorado Department of Human Services (CDHS) Behavioral Health Administration (BHA), responsible for policy development, service provision and coordination, behavioral health technology product development and implementation, program monitoring and evaluation, and administrative oversight for the behavioral health system.
Additionally, the BHA leads and promotes the State's behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and Local Municipal data, and evaluates State efforts. In collaboration with other state agencies, BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and

efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. BHA works in partnership with State agencies to reduce bureaucracy and fragmentation in the state's behavioral health system.
This position is the managing authority over the Technology and Data Division of BHA. The Technology and Data Division is responsible for the end-to-end data and digital strategy for the BHA, including:

Duties of this Position:
  • Designing and building easy-to-navigate digital services and products that get people the information they need, faster;
  • Producing actionable data insights through analytics and health evaluation that drive better outcomes;
  • Promoting transparency and data access to drive accountability and continuous improvement;
  • Improving data quality and information flows between providers and the BHA, reducing administrative burden
  • Maintaining critical data infrastructure that supports the delivery of BHA services and monitoring their performance
  • Strong understanding of the complexity of health data interoperability to support the BHA mission.
  • Strong understanding of program evaluation approaches to support the BHA mission.

This position oversees 5 work groups: Product, Customer Experience, Technical, Data Science and Evaluation within the Technology and Data Division, setting the strategy division-wide and with external agency partners. They manage technology and data relationships across all Health and Human Service agencies, matrix manage Office of Information Technology (OIT) staff, and ensure compliance with Office of Information Technology Standards and Requirements.

Technology and Data Strategy and Operational Management
  • Leads the strategic planning, development, and implementation of digital applications and data infrastructure that supports the Behavioral Health Administration's (BHA) mission, vision, and objectives. Set and communicate the strategic vision for the BHA's technology and data initiatives, ensuring alignment with state and federal policies and the BHA's long-term goals.
  • Oversees the development and implementation of technology products, data analytics, and health program evaluation strategies that enhance service delivery, data interoperability, and stakeholder satisfaction that drive better outcomes for people in Colorado within the behavioral health system.
  • Influence and shape statewide health technology and data policy by representing the BHA in high-level health and human service negotiations and initiatives.
  • Oversees the development stages of IT products, anticipates client needs, acts as a primary liaison, evaluates product progress, prioritizes needs, and ensures product owners manage their product backlogs.
  • This position is the liaison between OIT, BITS, CBH and applicable stakeholders and is called upon to provide expert guidance in the application of electronic health solutions across various State behavioral health programs.
  • Develops and delivers distilled written information to the BHA Leadership Team including updates and recommendations for IT operations, maintenance, performance against goal, key project status, and system performance.
  • Partners with CDHS and OIT's data/research and finance teams, as well as program experts, to ensure fidelity of projects State and federal goals as strategies are recommended and the projects are implemented.

Data Infrastructure Strategy and Data Services Modernization
  • Support the BHA in transforming into a modern, data-driven entity by developing and implementing a strategic vision for integrating advanced analytics, including predictive modeling, while ensuring alignment with organizational goals and stakeholder support; responsible for overseeing technology upgrades, fostering a data-driven culture, managing resources, and ensuring compliance with regulatory and ethical standards
  • Singular lead within the BHA for establishing and growing the foundational technology and evaluation science practices that will enable the BHA to be a modern data-driven organization; this work includes change management, data ingestion and management, data governance and security, data analytics and querying, integration, and flexibility in tooling and resources, integration with existing and legacy tools, data lifecycle management, data collaboration and user-centricity, data infrastructure, and support
  • Singular lead for supporting and enhancing BHA's implementation of evaluation science, including overseeing upstream evaluation methodology selection, improved data collection approaches, and enhanced analytical techniques across both qualitative and quantitative methodologies with a particular focus on building towards sufficiently robust data as to enable utilization focused results for BHA programs and services.
  • Champion ethical leadership in data science, including transparency and accountability; with a particular focus on leveraging data to drive organizational decision-making and action, in alignment with the BHA values.
  • Develop and manage data strategies that enhance data sharing, quality, and security across behavioral health services, ensuring systems are interoperable with state, local, and federal health systems. Work with non-public behavioral health entities to establish dynamic data exchange and information sharing to enhance connection across the Behavioral Health Ecosystem enhancing care coordination and service connectivity.
  • Serve as the primary authority for all BHA data initiatives, ensuring that infrastructure, data analytics, and health evaluation capabilities are robust, efficient, and aligned with the state's behavioral health goals.
  • Identifies and provides options for meaningful and epidemiologically sound performance and evaluation criteria, with a particular focus on using digital transformation and change management strategies to support increased automation and reduced human error in data and evaluation systems
  • Serve as the primary authority for cross-agency technology intersections and partnerships including intersections.
  • Oversee the implementation of technology and data governance frameworks, ensuring resource allocation supports scalable, secure data management and analytics.
  • Develop technical strategy for modernizing the BHA's technical infrastructure, including interoperability efforts (data exchange strategy, API management strategies, EHR connectivity strategy)
  • Represents BHA's business needs around IT systems performance, tracking availability and reporting issues interrupting availability and providing high-level metrics and reports to the leadership team and other groups tracking technology issues.
  • Manages an enterprise agile/waterfall approach to applicable product development and implementation.
  • Directs and facilitates the work of the technical/development team and vendors to ensure successful project implementation.
  • Reports on the health of BHA health IT systems from a program, user testing, stakeholder and client perspective.
  • Represents BHA as the main point of contact for incident management and reports on appropriate corrective action taken for the sustainability of the systems.
  • Directs and facilitates joint project initiatives between CDHS/ OIT and associated vendors through development and successful implementation
Program/Team Leadership and IT Project Oversight
  • This position leads a new diverse, cross-functional team of technology and data evaluation professionals within a matrixed reporting structure with significant growth and complex different roles and disciplines. Roles on the team include product managers, human-centered design and research experts, engineers, data scientists, evaluation experts, procurement specialists, technical strategists, project managers, and community engagement specialists.
  • Empowers a large team and sets the team culture and standards to practice and champion human-centered design and other modern software development practices, both within that team and across the BHA. Drive the adoption of modern software delivery practices, such as Agile, DevOps, and continuous integration/continuous deployment (CI/CD), to improve efficiency and responsiveness.
  • Spearhead the development and implementation of modern data management and analytics technologies with a particular focus on driving uptake and usage of BHA data lakehouse, establishing robust data governance frameworks, and fostering a culture that embraces data-driven decision-making
  • Oversee the integration of predictive modeling and advanced analytics into our operations, ensuring that our IT infrastructure supports scalability and security while effectively allocating resources for technology upgrades and staff development; align data initiatives with organizational goals and drive innovation across all levels of the organization.
  • Oversees and manages the development of project schedules, priorities, progress, and work plans. Identifies scheduling problems while adhering to BHA objectives, processes, and procedures, as well as ensuring consistency in how projects are planned, budgeted, managed, and controlled throughout their life cycle. Ensures compliance with the terms of the project's scope.
  • Provides project management direction to ensure the overall success of initiatives by overseeing/developing project implementation plans including project business benefit, scope, objectives, schedules, deliverables, and success criteria that support BHA's goals in collaboration with management and project sponsors. Determines and proactively manages the full life-cycle of project initiatives, including overall project plan, scope, change control, risks, issues, impacts, onboarding, offboarding, and reporting through standardization and best practice project implementation.
  • Stay up-to-date with IT project management and change management trends, innovations, theories, and best practices. Determines when developments or adjustments should be made to existing practices and adjust accordingly.
  • Leads by example when it comes to BHA's commitments to equity, diversity, and inclusion

Education and Experience:A combination of education in information technology, public health/behavioral health data evaluation, data analytics, social science or closely related field and/or experience in information technology, data analytics, implementation of technology products, health technology program evaluation strategies, or Human Centered Research and Design (HCD), User Experience Research and Design (UX) or closely related field; closely related field equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

  • This position travels throughout Colorado to meet with community members/partners.
  • This position is delegated as a hybrid position. The employees must maintain a home office,
