MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

JOB PURPOSE:
Under limited supervision of the Director of Public Safety, enforces state laws, agency rules and regulations for the protection of persons and property at the Department of Juvenile Justice. Oversees shift supervisors and evaluate public safety officers, telecommunication operators, and security specialists and ensure the operation of all equipment within the Public Safety Department.

JOB RESPONSIBILITIES:
Assigns Public Safety Patrol Officers to shifts; assists the Public Safety Director/Emergency Preparedness in budgeting and planning, represents the Public Safety Division in absence of the Public Safety Director.

Supervises shifts meetings with perspective supervisors and physically monitoring their activities on shifts to ensure proper maintenance of vehicles and other equipment; screening applicants for technical training and experience, advises Public Safety Director on the hiring of all staff.

Operates necessary communications and vehicle equipment as required.

Submit reports to Public Safety Director, monitor reports from subordinates to ensure accuracy and completeness.

Recommends changes in patrol operations to enhance efficiency and effectiveness.

Prepares and implement agency policies and procedures as directed; appraises and counsels public safety officers.

Responds to emergency calls and coordinates Critical Incident Response Team.

Oversees searches for AWOLS from institutions.

Checks areas for security violations whether it is public or private property.

Enforces agency and state rules and regulations.

Receives and disseminates information to subordinates with regards to changes in laws, regulations, policies, and procedures.

Oversees activities of the training officer to ensure personnel are properly trained and receive their training from approve outside sources.

Investigates alleged or suspected violations.

Conducts surveillances and performs undercover operations for escaped juveniles at DJJ.

Reviews investigative reports submitted by public safety officers to ensure accuracy.

Makes recommendations that will increase effectiveness of reports.

Checks to ensure accurate reporting is maintained.

Investigates complaints of public safety officers, reports findings and recommend resolutions.

Performs other job-related duties as required.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:
A high school diploma and experience performing patrol of investigative duties with a public law enforcement agency. A bachelor's degree may be substituted for the required law enforcement experience.

Certification by the Law Enforcement Training Council in accordance with 23-23-40 of the Code of Laws of South Carolina 1976.
ADDITIONAL REQUIREMENTS:

Knowledge of proper law enforcement officer behavior and role.

Knowledge of modern law enforcement techniques and procedures.

Knowledge of how to collect and preserve evidence.

Knowledge of the legal rights of both suspects and law enforcement personnel.

Knowledge of the laws one is responsible for enforcing.

Knowledge of the functions and interrelationships of other law enforcement agencies.

Skilled in the operation of law enforcement vehicles, weapons and communications equipment.

Ability to correctly evaluate situations and make good decisions.

Ability to effectively interview witnesses and suspects.

Ability to represent the agency effectively in dealings with the public.

Ability to read and comprehend written materials.

Ability to write clearly and effectively.

Essential Position: Must be able to work with aggressive delinquent youth daily in accordance with SCDJJ Policies and Procedures. Must be able to lift 50+ lbs., sits, stands, and walks 1-3 hours per day and ability to work varied hours to meet organizational needs. Deals with confidential and sensitive information. Prioritize multiple competing priorities during high stress situations. Travels overnight occasionally.

This position performs job duties relating to the custody, control, transportation or recapture of youth within the jurisdiction of the Department of Juvenile Justice and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
