Job Summary
The Manager, Contracts and Compliance - CN Transload is responsible for leading Supply Chain Solution (SCS) Transload applications, application vendors and user community across Canada and the United States (U.S.) for the 4 primary business units (Cargoflo, Metals, Lumber and Paper). The position provides daily administrative services and support while monitoring and handling vendor and user performance. The role is expected to develop procedures using industry best practices and provide on site training and performance monitoring at the various Transload facilities. Furthermore, the role is accountable for maintaining system processes between applications to ensure continuity between system and financial reporting.
Main Responsibilities
Transload System and applications
Oversee day to day use of the Transload warehouse management system
Provide administrative support to the customer and user community, handle master data and rate tables within the application
Oversee application vendor performance and help desk response, lead weekly progress discussions regarding application fixes, enhancements and new developments
Develop a process and procedures training program based on industry standards and best practices and provide on site training and support at the facilities to the user community
Design application enhancements, optimizations and efficiencies as well as oversee vendor development progress, testing and coordinate system promotions to the production environment
Schedule and lead annual testing of the M2S disaster recovery processes and environment
Perform a real time test of the Disaster Recovery (DR) rollover process and ensure the DR servers are properly functioning, accessible and fully restored to the production environment as well as test all interfaces and supporting applications
Maintain existing customer system integrations through Electronic Data Interchange (EDI) with M2S, work with customer support teams to develop new partnerships and maintain existing tables and communication channels
Assist terminals with performing regular inventory reconciliation audits of CN customer inventories at the facilities to ensure that the applications inventories match physical inventories on site
Lead investigations and report discrepancies as well as provide corrective action recommendations, where there is a conflict
Monitor user activity to ensure system entries are in compliance with CN policies and contractual commitments to mitigate CN's exposure while handling customer's products and their inventories
Utilize Root Cause Analysis to evaluate positive and negative trends and Data systems to identify opportunities to improve service reliability and ensure visibility of business activities
Maintain operational and commercial alignment by understanding the markets that drive facility business
Contract Renewals
Lead and develop the team responsible for customer contract renewals working directly with Account Managers, Business Unit (BU) leaders and Transload regional management teams
Work with contract renewal coordinators to proactively identify expiring contracts before the end date and work with the team to prepare renewals in advance of upcoming expiry dates
Interact with Legal teams to understand and maintain contract language, risk and financial obligations to protect CN's Transload interests
Understand the markets that drive the Transload facility business, maintain system operations and commercial alignment by coordinating with external functions
Leadership and Supervision
Communicate company goals and policies to create a clear understanding of direction and expectations
Participate in investigations while offering opinions for discipline as well as coach and teach direct reports so their confidence levels increase to make the correct decisions
Develop and sustain the right employee behaviors with feedback, recognition, reinforcement, and coaching
Teach the positive aspects of managing people and the rewards of feeling appreciated and respected
Be mindful of workloads to maintain correct physical and mental balance
Compliance and Results
Assist the Senior Manager, Contract and Compliance with building compliance and results through a positive leadership environment ensuring daily interaction and communication relative to the activities and conditions that cause claims, risk or exposure
Oversee the training, auditing, and implementation of policies and procedures as it relates to the Master Service Agreement to mitigate undue risk and exposure
Equipment, Licensing and Access Management
Handle third party access and licensing to CN Transload business applications (e.g., M2S, Service Reliability Systems (SRS), EBusiness, Email, Internet) through CN contractor external accounts.
Order equipment and services and oversee equipment distribution for the third-party users
Oversee the recovery of CN assets where required and coordinate delivery and recover with CN regional Information and Technology representatives
Oversee the Transload group emails, distribution lists and Local Area Network (LAN) folders
Working Conditions
The role has standard working conditions in an office environment with a regular work week from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel (25%) within North America.

Minimum 8 years of supervisory or leadership experience
Minimum 5 years of experience dealing with external customers and vendors
o Previous experience with specific Transload systems and Systems, Applications, and Products (SAP)*

Education/Certification/Designation
High School Diploma or General Educational Development (GED)
Valid Driver's License
Bachelor's Degree in Business Management*
