CHIEF OPERATIONS OFFICER

Position: Chief Operations Officer

Reports to: Superintendent

Supervises: Transportation, School Nutrition, Facilities, Operations, Support, Safety and Security and Technology Departments

Pay: ADMIN VII - Central Office Administrator Scale (commensurate with experience)

FLSA Status: Exempt

GENERAL DESCRIPTION OF THE POSITION:

The Chief Operations Officer is a member of the Executive Team, reporting to the Superintendent. The COO will provide innovative, visionary, and budgetary leadership through the development and management of diverse business operations and support services within the K-12 system of the Craven County Schools District.

  • ESSENTIAL FUNCTIONS:
  • Participate in the evaluation of School Administrator as a memeber of the Superintendents Executive Cabinet
  • Provide leadership in completing projects related on time and under budget.

  • Provide leadership and technical assistance in daily operations of the district and the work of Directors/Supervisors (Transportation, School Nutrition, Facilities, Operations Support, Safety and Security and Technology).
  • Lead employees to encourage maximum performance and
  • Evaluate performance by analyzing and interpreting data and write and submit reports to the Superintendent and Board of Directors on all matters of
  • Participate in expansion activities (investments, acquisitions, )
  • Manage relationships with partners/vendors.
  • Establish operational strategies by evaluating trends; establishing critical measurements; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems, implementing change.
  • Develop organization prospects by studying economic trends and revenue opportunities; projecting acquisition and expansion prospects; analyzing organization operations; identifying opportunities for improvement, cost reduction, and systems enhancement; accumulating capital to fund expansions.
  • Collaborate with the Director of Finance to develop financial strategies by forecasting capital, facilities, and staff requirements, identifying monetary resources and developing action plans to achieve District objectives.
  • Oversee expenditures by establishing effective and efficient procedures and
  • Collaborate with the Director of Finance to advise the Superintendent, and the Board of Education to provide financial questions and legislation that may impact the district.
  • Uphold and evaluate board policy as it relates to District support
  • Oversee funding structures that promote the district's mission and

  • Serve on the contract negotiation team.
  • Serve as a member of the Superintendent's District Leadership

  • MINIMUM QUALIFICATIONS:
  • Experience working at the executive or cabinet level in a public-school
  • Master's degree in business administration, Administrator Certification, or equivalent experience in the
  • Demonstrated skills in cash management, cash flow analysis, investments, and other money management skills.
  • Preferred experience in school finance/budget development, financial planning and reporting and experience supervising business and support services.
  • Collaborative team player with staff, co-workers, and
  • Demonstrated ability to engage others in creating a vision and designing and implementing processes to enact the vision.
  • Demonstrated ability to establish strong interpersonal relationships with District personnel and other agency staff and community members.
