VACANCY
The Development Services Department's Planning Division is searching for a Senior Planner to lead our Historic Preservation program. In this dynamic role, you'll engage in high-level professional planning and act as a project manager for complex projects for Pomona's downtown and the adaptive reuse of historic buildings. You'llleverage your expertise in design and historic preservation to guide the development of sustainable and aesthetically pleasing environments.
The City of Pomona has a very active historic preservation program that is growing. The ideal candidate for this position will act as the subject matter expert for the city and can lead the growth of the program. This position offers you the autonomy to apply your creativity and knowledge to address planning and preservation challenges, ensuring our projects meet the community's current needs while laying the groundwork for future generations. As a subject matter expert, your insights will be invaluable in navigating the intricacies of urban planning and development.

MINIMUM QUALIFICATIONS TO APPLY

Education and Experience
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning, geography, or a related field.
  • Five years of increasingly responsible professional urban planning experience.

License or Certificate
  • Possession of, or must obtain, an appropriate, valid driver's license.

ESSENTIAL DUTIES

  • Assist in the preparation and administration of the City's General Plan and Zoning Ordinance.
  • Organize, review and participate in completing urban planning assignments; personally perform the most complex and sensitive planning work in advance planning, current planning, historic preservation, or zoning.
  • Perform research and analysis of the most difficult planning problems; lay the ground work in developing and implementing new programs; coordinate the development of new programs with other governmental agencies and public groups; represent the division in situations requiring a high level of public contact.
  • Develop requests for proposals; manage consultant contracts associated with assigned planning and policy studies; develop work programs and methodologies; establish and maintain project schedules.
  • Develop staff reports related to planning; present reports to the Planning Commission, City Council and other commissions, committees and boards; perform a variety of public relations and outreach work related to planning activities.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to planning programs, policies, and procedures as appropriate.
  • Review and analyze development plans for compliance with the general plan, zoning and other City regulations and policies; direct the review of use permits, subdivisions, rezoning requests, variances, and other land use entitlements.
  • Administer provisions of the California Environmental Quality Act (CEQA), the National Environmental Protection Act (NEPA) and various other environmental planning activities.
  • Administer provisions of the City's Historic Preservation Program.
  • Coordinate the City's Development Review Committee; confer with engineers, developers, architects, a variety of agencies, and the general public in acquiring information and coordinating planning and zoning matters; provide information regarding City development requirements.
  • Attend public hearings; advise the Planning Commission, Historic Preservation Commission, and the City Council on planning activities; confer with City officials as well as the public on City planning activities.
  • Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of urban planning.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform related duties and responsibilities as assigned.

PHYSICAL REQUIREMENTS

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.

Examination Procedure

Screening of qualifications and "most qualified" is based on the information provided on the official City Application. The examination process for this position may consist of a qualifications review, a supplemental background questionnaire, and an oral interview weighing 100% of the applicant's final score. The Human Resources Department may waive any part of the examination depending upon the number of applicants. This recruitment will also establish a list for future vacancies.

The City of Pomona offers the following generous benefit package. Employees serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance, except step 4 and 5, which requires exceed standards performance.

WORK SCHEDULE: Most employees work a 4/10 work schedule.

In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources and Association approval.RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost (Govt. Code Section. 7522030(c)). However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.VACATION LEAVE:
  • 1-3 years = 80 hours
  • 4-5 years = 120 hours
  • 6-8 years = 160 hours
  • 9-15 years = 200 hours
  • 16 years plus = 240 hours (maximum)

SICK LEAVE: 12 days per year (prorated if on any leave without pay).EXECUTIVE LEAVE: Provided to Group C (exempt) employees. Accrue 80 hours per year.GROUP INSURANCE PROGRAMS: These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
  • HEALTH INSURANCE: $700 per month; cash-in-lieu program available
  • DENTAL: $75 per month
  • VISION: Voluntary participation by the employee
  • 125 BENEFIT PLAN CONTRIBUTIONS:
    • Waiving coverage = $45 per month
    • Single coverage = $185 per month
    • Two-party coverage = $975 per month
    • Family coverage = $1,575 per month
  • LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
  • LIFE INSURANCE: $50,000 policy plus AD&D

EDUCATIONAL INCENTIVE PLANS are available for eligible employees to develop their knowledge and abilities.
  • TUITION REIMBURSEMENT: $3,500 per year, provided employee is not receiving Education Incentive.
  • EDUCATION INCENTIVE: This benefit is provided to qualifying employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position. Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.
      • 2% for an associate's degree
      • 4% for a bachelor's degree
      • 6% for a master's degree

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.FLEXIBLE SPENDING ACCOUNTS: are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses. CREDIT UNION membership is available to all City employees and provides access to low interest loans.
