Description
The Department of Revenue (DOR) is currently seeking to fill the Program Manager of the Taxpayer Account Administration division (TAA) in Tumwater, WA. This is a rare and exciting opportunity for a dynamic leader to serve in an amazing organization, doing meaningful work with a dedicated and professional team of tax administration experts. The Program Manager of TAA enables the division to successfully accomplish its responsibilities by managing the daily operations of TAA. The division reports to the Senior Assistant Director for Operations, and the incumbent reports to the Assistant Director (AD) of TAA and is part of the TAA Leadership team.

The Program Manager manages and directs statewide tax administration programs to provide fair and uniform application of tax laws and promotes an optimal level of accurate tax reporting and payment. This position develops and implements tax administration policies, strategies and innovations that help meet the agency's goals and strategic business plan objectives for tax administration, as well as the division's performance measures. Additionally, the Program Manager represents the division on agency-wide committees that address tax policy, tax application, systems development, and operations policies and procedures. This position exercises management oversight of 235 employees and total expenditures of $28 million annually.

Duties

  • Serves as a member of the division leadership team.
  • Participates in planning, leading, organizing and controlling work performed by the TAA division.
  • Assures appropriate and optimum use of the division's resources and enhances effectiveness of managers and employees through timely appraisal and professional development.
  • Provides leadership, mentoring, human resource development and training to managers and staff.
  • Reviews and recommends counseling and disciplinary actions.
  • Manages two mid-level (WMS Band 2) managers, three technical expert staff and one administrative assistant.
  • Acts as a business lead on implementation of agency strategic business plan projects and large-scale IT projects.
  • Maintains a broad-based perspective on tax administration issues and develops tax administration policies that insure the accomplishment of the agency's tax administration functions.
  • Serves as a division representative between TAA and other divisions, local governments, other state agencies, and businesses on pertinent tax administration issues.
  • Assists division supervisors and work teams in handling complex tax administration issues.
  • Serves as a member of DOR interdivisional management teams to examine tax administration policies, procedures and issues. Advises the Assistant Director when serving on interagency tax administration teams.

Qualifications
Please ensure that your application materials address the following competencies and qualifications~
At least 5 years' experience in tax administration, information technology, project management, program management or legislative implementation.

This position requires a full working knowledge and utilization of management principles including staff supervision, motivation, and coaching skills, project management skills demonstrated by experience implementing projects including tax and/or information technology systems, budgeting, long-range strategic planning, negotiation skills, oral and written communications, interviewing skills, quality/continuous improvement tools, and meeting management skills.

The incumbent must be able to interpret and articulate tax laws, decisions, legal opinions, and agency policies/procedures to employees, customers, legislators, tax practitioners, and the general public.

The incumbent must be able to interpret and apply civil service rules, the collective bargaining agreement and other agency policies in the management and direction of staff.

Have a good understanding of the department's statutory authority, vision, mission and goals.

Possess the demonstrated ability to work successfully with staff from a variety of disciplines.

Possess the ability to develop detailed plans from broad strategic direction provided by the department's Executive team.

Demonstrate clear and concise communication skills.

Have strong organization skills including the ability to organize work, set, and meet deadlines.

Possess critical thinking demonstrated by the ability to identify relevant problems and questions, to formulate and analyze options, and to recognize which issues require Executive level input.

Preferred Qualifications:

Bachelor's degree in Business Administration, Accounting, Public Administration or closely allied field.

Understanding of Lean process improvement methods.

Understanding of Organizational Change Management.

Proven track record in managing human resource issues.

Experience leading multidisciplinary teams.

Experience using project management tools such as MS Project, project status reports, and action plans.

Understanding the legislative process. The incumbent must be able to assess the impact of potential legislation on the division, department, and taxpayers. The incumbent must be able to generate estimates of fiscal and resource impacts that such legislation would have on the division if enacted. The incumbent must also be able to develop appropriate models for tax administration, in order to implement new tax programs.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
