GENERAL DESCRIPTION OF DUTIES:

The purpose of this classification is to perform skilled professional planning and land development work for assigned long range planning functions of the City, including administering and implementing the City of Naples Comprehensive Plan, Vision, Land Development Code, and other regulations. Employees in this class identify issues/problems, research and gather data, analyze alternatives, and provide recommendations for implementing zoning changes, development plans and other projects that comply with City planning initiatives and applicable development codes and state statutes. This position must have strong leadership and technical skills and must maintain courteous and cooperative working relationships with administrative and other City personnel, public agencies, and the general public.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Develops various elements of the City's Comprehensive Plan, i.e., land use, housing, infrastructure, capital improvements, redevelopment, transportation, conservation and natural resources; reviews comprehensive plan elements and amendments for internal consistency and compliance with state requirements.
  • Researches, compiles, analyzes, and displays data for problem solving and official publication regarding City planning issues.
  • Develops and/or co-writes development and redevelopment policies and strategies; prepares budget requests to implement development plans.
  • Processes applications for zoning changes, Comprehensive Plan amendments, text amendments, and other current planning petitions; receives applications and plans; researches potential city projects; prepares public notice and gather addresses for dissemination; receives and processes responses from the public; reviews proposal for compliance with City planning initiatives, land development codes and applicable statutes; prepares and provides staff reports of findings for various Boards and Councils to approve or deny development petitions, implementation of zoning changes, or commencement of City projects; drafts amendments to the land development code.
  • Provides review and analysis of various reports, studies, and other forms of documentation to gain information, develop recommendations, determine compliance, and apply it to assigned planning tasks.
  • Compiles data and assimilates such into various reports and records for documentation and presentation purposes, accountability, and future reference, i.e., impact studies, population data and analysis, maps, diagrams.
  • Performs analysis and updating of demographic, statistical, boundary, census and other forms of data for incorporation into comprehensive planning tasks.
  • Maintains tracking for all current and proposed plans and projects to ensure access, regulatory compliance, and periodic planning review.
  • Develops ordinances or revisions to the ordinances to implement master plans.
  • Ensures adherence to established department calendar in meeting task deadlines for the Planning Advisory Board, City Council and other committee/board initiatives.
  • Attends and participates in various meetings relevant to design and plan review, planning and zoning, utilities construction, and other City planning and development initiatives.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with City officials, supervisors, attorneys, architects, engineers, contractors, other employees, citizen groups, residents, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  • Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.


  • MINIMUM TRAINING AND EXPERIENCE:
    • Bachelor's degree in Planning, Urban and Regional Development or related field;
    • Supplemented by five (5) years progressively responsible planning experience, preferably for a municipal or public sector organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
    • Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards.
    • American Institute of Certified Planners (AICP) certification preferred.

    OTHER REQUIREMENTS:
    The City of Naples is a Tobacco-Free Workplace.     Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
