About SkyAlyne

SkyAlyne is a team of defence, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). SkyAlyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defence leaders. The partnership was built to jointly answer the call for the Government of Canada's FAcT program. In 2023 SkyAlyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program.

The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at SkyAlyne's Ottawa headquarters in Kanata, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB.

In collaboration with the Government of Canada and several major Canadian subcontractors, Team SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

Job Overview

The Transition Support Manager plays a key role in the planning, management and performance of the transition-in and establishment of the Future Aircrew Training (FAcT) Program's Site Support Services and Facility Management (SSS-FM) across three locations. This position is responsible for the oversight of site services, facility management and logistics. This includes the development and implementation of operational support services, mission support services and facility management. The Transition Support Manager is responsive to external stakeholders from the Government of Canada, the Department of National Defence (DND), Public Service and Procurement Canada (PSPC) and key suppliers subcontracted to support the sites.

Duties and Responsibilities
  • Develop the Site Support Services and Facility Management transition-in and implementation plans for each training site, in collaboration with external and internal stakeholders.
  • Oversee the transition-in and implementation of operational support services such as air traffic management (ATM) system control, maintenance and systems, emergency response services as well as aerodrome wildlife control.
  • Oversee the transition-in and implementation of mission support services which encompasses the management of administration, accommodation, transportation, security, and food services.
  • Oversee the transition-in and implementation of faculty management which includes operations, property, maintenance and emergency services.
  • Manage, coordinate, and support subcontractors in the conduct of the transition-in and the implementation of the FAcT Site Services and Facility Management across the three training sites.
  • Establish and co-lead inter-department and inter-group meetings that address maintenance of the Integrated Program Team (IPT) Charter, Action Tracker and Risk Registry.
  • Participate in Work Pact Integrated Product Team (IPT) meetings, as required, to advise Leads and members of SSS-FM capabilities, such as the Systems Engineering & Integration (SEI) IPT, Coordination Meeting, the Infrastructure IPT, Flight Operations, Information Management and Technology (IM&T), and Training teams.
  • Plan, manage and conduct collaboratively with Canada, the System Requirement Review (SRR), Pre-Design Review (PDR), Critical Design Review (CDR). This includes document management of all documentation in accordance with (IAW) the Transition-In Performance Specification.
  • Supports the subcontractors in their development of the Site Support Services and Facility Management plans IAW Transition-In Performance Specification.
  • Ensure Site Services and Facility Management Contract Data Requirements List (CDRLs) are submitted accurately and on time to Canada.
  • Assist with the evaluation of subcontractor performance.
  • Other duties as assigned.


Qualifications and Experience
  • Degree in Business or Public Administration, Supply Chain, Logistics or Engineering from an accredited Canadian university, or equivalent.
  • Minimum of 10 years of experience as middle/senior corporate management level, or military officer (RCAF preferable), including five (5) years' experience managing facilities, logistics, or airport services.
  • Have exceptional communication skills, with proven experience building strong relationships with teams, stakeholders, external partners.
  • Have outstanding organizational and planning skills.
  • Be a proactive, results-oriented leader.
  • Exercise discretion and good judgment, with an ability to understand the impact of decision on the company's financial position and operations.
  • Travel may be required to the training sites, which include Moose Jaw, Saskatchewan, and Portage-la-Prairie, and Winnipeg, Manitoba.
  • Experience in the Defence and Aerospace industries would be an asset.
  • Be able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance.
  • Eligible to work in Canada.
  • Strong oral and written English language capabilities.
  • Fluency in French would be an asset.
