Position Description

Project Engineers serve as licensed professionals who exercise engineering judgment in the design, construction, and maintenance of public infrastructure. This involves the interpretation and application of codes & standards, in accordance with established engineering practice. Municipal infrastructure includes roadways, bridges, buildings, park amenities, shoreline stabilization, utilities, pedestrian & bicycle facilities, and stormwater management systems.

The Engineering Department includes members who provide design, project engineering, plan review, survey, traffic management, construction inspection, right-of-way acquisition, and permitting services. Engineering is involved in many of the City's public infrastructure improvements, plus private development and public right-of-way issues. The mission of the department is to promote public safety, sustainability, and a livable community. !

Compensation & BenefitsThe salary for this position is dependent on the selected candidates' qualifications and experience. A comprehensive benefits package includes participation in the Local Government Employees Retirement System and an automatic 4.5% contribution to a deferred compensation plan.

Typical Tasks

  • Oversee the planning, design, and construction of municipal infrastructure. The responsibility for public health and safety requires professional licensure through the North Carolina Board of Examiners for Engineers and Land Surveyors pursuant to Chapter 89C of the N.C. General Statutes.

  • Provide professional expertise and technical analysis in support of various projects, boards, committees, municipal programs, public relations initiatives, grant applications, and media inquiries.
  • Perform site visits, field inspections, and meet with developers, consulting engineers, contractors, citizens, stakeholder groups, and government officials.
  • Prepare legislative submittals for City Council consideration and provide testimony during public meetings.
  • Author technical standards, specifications, cost estimates, and construction details.
  • Monitor changes in regulations, construction methods, and industry standards through continuing education, as required for professional licensure and project assignments.
  • Prepare, approve, and certify plans and specifications for municipal infrastructure projects. Oversee the work of land surveyors, engineering consultants, property acquisition specialists, and engineering technicians.

  • Manage the scope, schedule, budget, and permitting for municipal infrastructure projects. Administer consultant and capital project construction contracts. Lead project meetings. Negotiate scope, fee, contract amendments, and change orders.

  • Develop feasibility studies and value engineering alternatives. Weigh competing criteria in a multifaceted context (e.g., public relations, lifecycle costs, materials, workforce, operation & maintenance, regulations, etc.)

Qualifications
Education

Bachelor's degree in civil engineering or related engineering field.

Experience
Minimum three years of progressively responsible related engineering experience.

Certification & Other Requirements
  • Professional Engineer
  • Valid Class C Driver's License
  • Knowledge of civil engineering principles and related computations, regulations, computer software, reference manuals, and technical writing skills.
  • Ability to interpret and apply relevant federal, state, and local laws, codes, standards, and regulations.
  • Support municipal emergency management operations.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.

- Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year

- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 13 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
