Role & Responsibilities:
Reporting to the Director, Project Services you will be responsible for providing Project Controls Leadership on a major infrastructure Project. The successful incumbent will also have a day to day working relationship reporting to the Project Director, while also working closely with other members of the project management team.
You will be responsible to manage the project controls team and functions across the project, including cost control, scheduling, document control, risk management and estimation. You will oversee the development and execution of the schedule, project execution plan, non-technical project deliverables, development of project level financial controls and reporting.
The project will require an excellent communicator who can support community, executive and project wide communications. Experience working in a major project environment near or in urban areas is desirable. The role will challenge the best Project Controls practitioner and offer an opportunity to make a significant contribution towards the improvement of city infrastructure.

Your role and responsibilities will be the following:
- Seasoned and Highly motivated Project Controls Manager with 15+ years in a leadership position on large project environments ($500m+)
- Daily management of the project's PCO team which includes +/- 10 resources.
- Support the Project Director in developing and maintaining project execution plan and identify resource needs.
- Assist the Project Director in monitoring and controlling the project performance (scope, time, cost, quality, and risk).
- Analyze and identify gaps between approved budget vs actual costs.
- Provide project planning support, including scheduling, budgeting, performance monitoring, variance analysis, status reporting, and resource planning.
- Lead the evaluation of the project schedule, costs, and quality targets, applying governance controls as necessary to enable the successful delivery of the project.
- Develop and maintain project schedules, supporting the development of the CAPEX estimate.
- Contribute to the risk management processes and establishment / follow up on contingency, develop presentation documentation as required for project teams and consolidate project status reports.
- Identify trends and root causes of deviations against the baseline and recommend remedial actions.
- Ensure the coordination of estimating effort with all disciplines to compile the project budget for each phase of the project development.
- Ensure the coordination of planning sessions and workshops to compile the master project schedule and definition and follow up of the baseline and critical path.
- Coordinate the project change management process and ensure project change impacts are properly integrated in the project plan (scope, cost, schedule).
- Ensure all deliverables are presented according to quality standards.
- Responsible for issuing the required status reports to project internal and external stakeholders, including input to the PMO portfolio dashboard.
- Ensure project control procedures and policies are executed according to the methodology and performance standards.
- Track project invoicing and payment schedules progress.
- Work closely with the corporate project financial controller and financial report manager to support the Corporate Control team in the production of financial reports.
Qualifications / Requirements:
- Bachelor's degree (or higher) in a relevant program (technical or business related).
- Extensive experience in a Project Controls leadership function working on major projects.
- Expert knowledge of AACE and PMI best practices and processes.
- PMP, P.Eng., and other industry accreditations are desired.
- Experience drafting, finalizing, and presenting detailed project and management level reports to project, executive and external audiences.
- Hands-on experience working with MS tools: SharePoint, Excel, Word, PowerPoint, and Visio.
- Experience and knowledge working with industry known Project Management and Controls tools; Primavera P6, MS Project, Cost Control (PRISM, EcoSys, etc.), Document Management, Risk, and other Project management tools.
- Organizational skills to handle concurrent activities successfully and with tight schedules.
- Ability to explain difficult concepts and persuade others to adopt a point of view or way of doing things.
- Strong interpersonal skills and the ability to build and maintain respectful working relationships with internal and external contacts under circumstances that are considerably complex and time sensitive. Skill in dealing openly, tactfully, and sensitively in a variety of situations including dealings with the public, member municipalities, government agencies and contractors. Demonstrated ability to work in a team-oriented work environment and deal effectively with disagreements and prevent the escalation of conflict.
- Ability to work under broad direction and use significant independent judgment to problem solve when more than one option is possible. Proven ability to take initiative, work with minimal.
- Ability to supervise, coach and guide others while enhancing individual and team effectiveness.
