The Prosperity Vice Presidency is one of the World Bank Group's five verticals. The Vice-Presidency delivers high-quality lending, analytical and advisory services that seek to advance global and national policy initiatives

across the key dimensions of economic policies, finance and private sector development, institutions, and poverty, based on a holistic and integrated approach. These foundational areas are critical for the design and implementation of policies and regulations that generate growth, poverty reduction and resilience needed to create a world free of poverty on a livable planet and achieve countries' development objectives. Our approach leverages data-driven analysis and combines expertise from both the public and private sectors. This is done in close collaboration with regional teams and through a one WBG approach.

ECONOMIC POLICY GLOBAL DEPARTMENT

The Economic Policy Global Department supports the design and implementation of economic policies that foster inclusive, resilient and sustainable growth and job creation. It promotes sound fiscal policies, including efficient expenditure management, fair and equitable domestic resource mobilization, and sustainable debt financing. The department advocates for sound debt management, debt transparency and comprehensive debt analytics. Additionally, it promotes robust macro-economic analysis through advanced macroeconomic modelling and forecasting.

The Macro and Debt Unit in the Economic Policy Global Department is seeking to recruit an outstanding Practice Manager. The unit delivers knowledge products and advisory services on macro-economic policies, debt management, debt transparency, and debt sustainability. It collaborates closely with the IMF on several joint Bank-Fund initiatives, including the implementation of the joint Bank-Fund Debt Sustainability Framework and the three-pillar approach to ease liquidity challenges. The unit supports global debt initiatives, such as the Global Sovereign Debt Roundtable, and represents the World Bank in international debt fora.

The selected Practice Manager will report to the Global Director of EP.

Roles & Responsibility:
Oversees critical global engagements on debt policy, including the Global Sovereign Debt Roundtable, and represents the World Bank in international fora.
Monitors and promotes sound practices in macroeconomic and debt management.
Creates the space to promote the development of innovative and resilient debt instruments.
Jointly with FCI co-leads the Early Warning System of macro-financial risks.
Oversees the implementation of the join Bank-Fund debt sustainability analysis framework for Low-income Countries.
Leads the implementation of a knowledge and learning strategy to promote macroeconomic and sound debt management practices.
Collaborate with Global and Regional managers and teams in supporting macro and debt analytics, advisory and lending projects by providing in-depth technical inputs and quality reviews and sharing global experiences and practices.
Works in partnership with other PMs, as well as external stakeholders, to find tailored and holistic solutions to complex development macro and debt challenges.
Engages with various stakeholder on debt issues, including CSOs and private sector.
Drives and inspires technical excellence within the team and the GP by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients.
Supports management in developing and implementing appropriate strategies for global staffing, deployment, talent, and performance management.
The Practice Manager is a member of EP Management Team and a member of the EP Talent Board and will help oversee the strategic staffing, career development and deployment of GP staff across the Bank.
People Management: Strong people management capabilities are essential to ensure the team deliver effectively, with the highest quality. The Practice Manager will be accountable for building high-performing teams with the right skill sets and talent, managing team members' performance and mentoring/guiding team members on their career paths.
Oversight of Program Delivery and Quality: The Practice Manager is accountable for day-to-day management and quality delivery of programs.
Intellectual Leadership and Strategy: The Practice Manager is accountable for providing intellectual leadership and business development based on a substantive understanding of client needs and with particular effort on innovative solutions and crowding in other resources.
Other Shared Accountabilities: The Practice Manager has shared accountabilities with his/her Global Director for prudent resource management and other GP/Corporate assignments as required.

Selection Criteria

Specialized Knowledge and Analytical Skills - Recognized economist with track record of applying research and high-level economic policy dialogue to achieve development results and deep technical knowledge on macroeconomics, debt policy and debt management, in particular a strong expertise on international debt architecture and hands-on experience with debt sustainability analysis.

Education - Masters or PhD degree in relevant field. Typically, the successful candidate will have 12-15 years of experience in positions of increasing complexity and responsibility.

Strong leadership skills - demonstrated ability to lead large and diverse teams to deliver complex tasks.

Integrative Skills - Demonstrated experience working across institutional disciplinary boundaries, and with multiple stakeholders inside and outside the World Bank.

Written and Verbal Communication - Strong command of all forms of communication and delivery of messages in a consistently effective, timely, and engaging manner. Experience in exposure to the media, external constituencies, and expert groups.

OTHER SELECTION CRITERIA
Experience in engaging on sovereign debt issues with key stakeholders and effective in the communication to various audiences, including key stakeholders, clients, beneficiaries, public, internal, and external partners.
A combination of experience in two regions, corporate assignment or similar experience that builds global expertise and client-facing skills;
Proven sense of initiative, results orientation, and leadership qualities, as well as effective teamwork skills;
Strong communication skills, including the ability to speak persuasively and to present ideas clearly and concisely with senior policy officials;
Strong integrative capacities; i.e., ability to situate EP and jobs and growth activities within a coherent strategic framework;
Demonstrated effectiveness in conducting policy dialogue on economic issues with senior government officials, the private sector, donor representatives and civil society;
Superior analytical skills demonstrated through task leadership of major economic reports and other published work related to jobs, growth, and structural policy issues;
Proven experience in Bank operations in one or more areas covered by EP;
Ability to gain the trust and respect of country counterparts, while maintaining objectivity and clear focus on the Bank's mission;
Ability to enhance the quality of Bank products through early guidance, constructive feedback, encouraging innovation and risk taking, and establishing links with other networks and relevant partners;
Excellent written and verbal communications skills to be an effective Bank spokesperson in macroeconomics, growth and fiscal management;
Proven ability to lead, team work, mentor staff, inspire staff commitment to technical excellence and teamwork, and resolve conflicts constructively;
Ability to juggle numerous competing demands and priorities, respond quickly to country and management requests, and set priorities for self and others; and
Excellent knowledge of English is essential.
