Director I
This position manages the Mental Health Quality Management team. It provides vision, leadership, and strategic direction and ongoing management activities. The position supervises the evaluation of programs as
they relate to quality management oversight of mental health contracts and participates in the overall planning, implementation, and coordination of new and existing programs. The position represents QM by making presentations, leading, and participating in committees and work groups, providing information, and collaborating with partners. Responds to requests by the legislature and public officials, agency staff, consumers, and family members. Director I manages and oversees the work of staff who are assigned to report this position.
Essential Job Functions (EJFs):
20%-Manages the Mental Health Quality Management team. Specifically, provides leadership and
strategic direction to unit staff and directs the unit's oversight functions including, but not limited to,
development of review tools, review activities, compliance process, and the performance of an independent
peer review as required by the Mental Health Block Grant. Manages the overall planning, implementation,
coordination, and evaluation of quality management review activities as they relate to quality management
oversight of mental health contracts.
20%-Directs the daily activities of the Mental Health Quality Management team, which includes establishing
specific goals, standard operating procedures, timelines, allocating resources, evaluating performance, and
guiding and training unit staff members. Coordinates leadership activities supporting employee engagement,
staff development, and the creation of performance data to evaluate team functions to include team member
performance.
15%-Plans, implements, and administers oversight of diverse programs to meet agency objectives.
Collaborates with other areas of the agency and makes program management decisions, impacting statewide
quality management standards. Serves as the agency representative for interactions with other state
agencies and stakeholders. Reviews and evaluates impact of proposed federal and state laws on quality
management objectives.
10%-Oversees the development of standardized quality management process, protocols, performance
measures, and relevant compliance guides and handbooks. Oversees development of contract monitoring
tools and statewide mental health contracts monitoring activities. Leads the development and
deployment of techniques and tools for evaluating and improving contractor performance, which includes
accounting for legislative or agency programmatic changes. Prepares productivity reports, creates and
reviews quality management reports for accuracy, and professionalism, and approves employee work
products.
10%-Provides direction and guidance to frontline staff promoting the development and growth of future
leadership staff. Responsible for selection and hiring, assigning work, completing performance evaluations,
employing personnel disciplinary actions, and approving leave.
10%-Advises agency leadership regarding contractor performance and Unit activities. Makes and informs
management decisions that impact statewide quality management activities. Monitors the unit's deployment
of agency and unit review procedures, identifies change needs, and makes recommendations to improve unit
operations.
10%-Represents the unit and provides leadership on committees, and engages Behavioral Health Services
Program, Legal Services Division, and other internal and external (e.g., community members, service
coordination organizations and state/local officials) stakeholders on efforts/initiatives supporting quality
management activities. Also performs other duties as assigned, which include, but are not limited to actively
participating and/or serving in a supporting role to meet the agency's obligations for disaster response.
5%-Ensures the regulations and standards established by the department are consistent with state and
federal law.

Initial Selection Criteria:
1.Bachelor's degree from an accredited four-year college or university with a major in business, publiadministration, human services or a related field is preferred. Experience and education in these fields maybe substituted for a degree.
2. Experience communicating and working effectively with staff at all levels of an organization.
3.Experience working with quality management staff and quality management activities.
4. Three years' experience compilation and analysis of complex programmatic data and managing multiple
and competing priorities in an environment of change.
5. Experience with computer software applications.
