The Public Service Commission of Wisconsin (PSC) is currently recruiting for a Program and Policy Chief to join our team in the Division of Digital Access, Consumer and Environmental Affairs - Office of Energy Innovation.

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office building in Madison, WI on Tuesdays and Thursdays each week. This schedule may change based on operational needs and organizational requirements. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. Position Summary

This position provides managerial oversight, leadership and support for the Financial Assistance, Compliance and Energy Security Section of the Office of Energy Innovation (OEI). The OEI oversees and administers the federally-designated State Energy Program (SEP) as the designated State Energy Office for Wisconsin including strategic planning and administration of SEP programming and core duties pursuant to 42 U.S.C. 6321 et seq. and 10 CFR 420A and guidelines of the U.S. Department of Energy (U.S. DOE). The position provides strategic direction operating as a Codirector of the OEI. The person in this role ensures that the programs and initiatives of the OEI are in alignment with the goals of the applicable federal programs and initiatives and the goals and direction of the Commission. This position supervises, coaches and develops a professional team which includes grants administration, compliance and program policy analysts.

A key element of this role is meeting and communicating expectations, statuses, timelines and budgets as well as knowing and executing on provisions in state and federal law, code and guidance. This Codirector position is the primary liaison with the U.S. DOE on SEP planning, budgets, reporting, and audits as well as all aspects related to energy security and resilience requirements, initiatives and programs, OEI grant and loan programs.

The position is also responsible for serving as a liaison, as directed, with the Commissioners' Office, Legislature, other state agencies, local, federal, public and private organizations, including the National Association of State Energy Officials (NASEO). Grant program oversight is a significant part of this role, as the OEI administers several popular statewide grant programs which have awarded multiple millions of dollars in federal funds to primarily municipal and state governments, universities and colleges, K-12 schools, and hospitals, known as the MUSH Market. Ensuring compliance with federal and state regulations is an essential part of this role and the person in this role leads the policies and procedures related to grant program scoping, Commission proceedings, grant awards and agreements (including regular collaboration with the Office of General Counsel) and amendments, grant administration and reporting, compliance monitoring and the escalation of risks related to grants.

Salary Information

This position is in schedule-range (81-02) with an annual salary of $87,360-$107,848, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Minimally qualified applicants will have experience with all of the following:

  • Experience managing multiple programs concurrently
  • Experience leading a team of professional staff in a formal supervisory role
  • Experience working as a liaison for a program with governmental stakeholders (state or federal, legislature, local, etc.) and public or private interest groups

In addition, well-qualified applicants will have experience with at least two of the following:

  • Experience developing and implementing policies and procedures related to financial assistance programs
  • Experience working with state or federal government processes or procedures
  • Experience overseeing efforts to increase energy security or resiliency, especially for a public entity.
