Job Description
The Utah State Department of Government Operations (DGO), Division of Technology Services (DTS), seeks an AWS Oracle Database Administrator to manage and optimize our cloud-based database infrastructure. Oracle databases are the primary focus; however, you will also have opportunities to work with other platforms-such as PostgreSQL, Aurora, MySQL, and MSSQL-as part of our diverse technology ecosystem.

This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah). Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Utah Department of Workforce Services, 140 E 300 S, Salt Lake City, UT. All remote work must be performed within the state.
Salary range for this position is $34.23 - $58.18, budgeted range for this position is $34.23 - $49.00.

Health Insurance - Public Employee Health Program (PEHP):

Retirement - Utah Retirement Systems (URS):
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
    • Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System.
    • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
    • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
  • Employer contributions to your 401(k) are vested after four years.
Paid Time Off:
  • Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
  • Annual leave amounts increase with years of service.

Responsibilities
Key Responsibilities:
  • Database Administration: Perform core DBA tasks including database installation, configuration, patching, upgrades, performance tuning, backup and recovery, security management, and user management for Oracle databases on AWS RDS.
  • AWS Cloud Management: Manage and monitor AWS RDS instances, including provisioning, scaling, security groups, VPC configurations, and other related AWS services. Understand and implement AWS best practices for database deployments.
  • Performance Tuning and Optimization: Proactively monitor database performance, identify bottlenecks, and implement performance tuning strategies to optimize database efficiency and responsiveness. Utilize performance monitoring tools and techniques.
  • High Availability and Disaster Recovery: Design, implement, and test high availability and disaster recovery solutions for Oracle RDS databases, including multi-AZ deployments, read replicas, and backup/restore procedures.
  • Security Management: Implement and enforce security best practices to protect sensitive data, including access control, encryption, auditing, and vulnerability management. Ensure compliance with relevant security standards.
  • Automation: Automate routine DBA tasks using scripting languages (e.g., Python, Bash) and AWS automation tools (e.g., CloudFormation, Terraform) to improve efficiency and reduce manual effort.
  • Monitoring and Alerting: Configure and maintain database monitoring and alerting systems to proactively identify and address potential issues. Respond to alerts and incidents in a timely manner.
  • Collaboration: Work closely with development teams, system administrators, and other stakeholders to support application deployments and database-related initiatives.
  • Documentation: Maintain accurate and up-to-date documentation for database configurations, procedures, and troubleshooting steps.
  • Problem Solving: Troubleshoot and resolve database-related issues, including performance problems, connectivity issues, and data corruption. Review and debug code written by others across all platforms used by the DBA team.
  • Capacity Planning: Participate in capacity planning activities to ensure that database resources are adequate to support future growth.
  • Continuous Learning: Stay up-to-date with the latest Oracle database technologies, AWS services, and best practices for cloud-based database management.

Qualifications
Qualifications:
  • Proven experience with Oracle databases in AWS environments (RDS, EC2, or other cloud-hosted solutions).
  • A strong understanding of database concepts with solid troubleshooting and performance tuning skills.
  • Experience with scripting languages (e.g., Python, Bash) and AWS automation tools (e.g., CloudFormation, Terraform) is a plus
  • Demonstrated ability to review and debug code written by others.
  • Familiarity with database security best practices and compliance requirements.
  • Ability to work both independently and as part of a collaborative, cross-functional team.
  • Willingness to learn new technologies and adapt to evolving database environments.
  • Exposure to other database platforms is appreciated but not required.
  • Hands-on experience with AWS RDS, including instance management, security groups, VPC configurations, and other related services.
  • Experience with database migration projects.
  • Exposure to DevOps methodologies and CI/CD pipelines.
  • AWS Certifications (e.g., AWS Certified Database Specialty) are a plus.
  • Hands-on experience with AWS RDS, including instance management, security groups, VPC configurations, and other related services.
  • Knowledge of high availability and disaster recovery solutions for Oracle databases.
