Why does the job exist?

The Administrative/Operations Manager II/Bureau Chief administers resources, operational activities and supervises at least two staff to ensure delivery of products and services to taxpayers in the Audit and Compliance Division. The position requires the determination of objective resource needs and allocates them within parameters set at the Division level.

How does it get done?

This position will provide strategic direction by planning and carrying out the Agency mission, by defining objectives scope, organizational plans and polices for Administrative and Fiscal functions. Participate in strategic planning for the division and the Agency. Provide recommendations to enhance administrative and financial processes for the division, including the creation of detailed work plans, policies, forms and procedures. The AO II will ensure compliance with New Mexico laws for fiscal management. Provide oversight of budget operations of over $21 million annually that includes multiple funding sources with over 340 employees. Provide oversight of all contracts, RFP's, leases and funding requests for the division. Provide oversight for procurement functions and administration of the vehicle fleet and inventory of physical and virtual assets, including providing recommendations for optimization. Provide oversight of financial planning and monitoring of cash flow.

This position will oversee the Staff Manager and the Division Budget Analyst within the Audit and Compliance Division (ACD) administrative Bureau of Audit and Compliance Division (ACD), including but not limited to the following functions:

* Provide oversight of budget operations which includes multiple funding sources with over 340 FTE.
* Provide oversight and coordinate the submission and approval of all contracts, RFP's, leases and funding requests for the division.
* Provide oversight for procurement functions and administration of the vehicle fleet.
* Provide inventory of physical and virtual assets, including providing recommendations for optimization.
* Provide oversight of financial planning and monitoring of cash flow.
* Ensure compliance with New Mexico laws for fiscal management.
* Participate in strategic planning for the division and the Agency.
* Provide recommendations to enhance administrative.

Ideal Candidate

A bachelor's degree in any field of study from an accredited college or university and ten (10) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. Five (5) of the ten (10) years of professional level experience must be supervisory.

* Management of FLSA Classifications, Employee Evaluations, and Training.
* Direct experience with communication with Human Resources (HR) and oversight of division HR processes for a large organization, including the hiring processes.
* Experience in management of organizational charts and tracking of HR related items.
* Direct experience in review and processing of documents including but not limited to, travel, human resource documents and training applications.
* Experience in monitoring and reporting on performance measures and allocation of resources to maximize return on investment of resource allocations.
* Experience in management of employees including administrative, clerical and financial staff.
* Experience in submitting IT requests and procuring and issuing IT equipment.
* Experience in conducting and organizing hiring events and special events.
* Experience in SHARE or other labor management applications.
* Proficient in Office 365 or equivalent office products.
* Proficient in Adobe Acrobat or other digital signature platforms.
* Project management certification, Certified Procurement Officer, or other certifications that demonstrate the ability to manage large scale initiatives are ideal.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs.
Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints.

Continuous interacting with the public required to include occasional irate customers. Frequent multiple demands from several people.

Travel both in state and out of state, depending on business need (not to exceed 20%).
