Why does the job exist?

Overseen by the Deputy Director of the Compliance and Enforcement Division, this position is responsible for the overall administration of the Environmental Protection Compliance and Enforcement Bureau and its mission to protect the public and the environment by ensuring compliance with and enforcement of statutory, regulatory, and permitting requirements.

How does it get done?

- Oversee daily operations of Bureau programs and staff, including contracts, grants, and funds management
- Guide and direct diverse professional staff in the Bureau's Air Quality, Radiation Control, and Climate Change sections to execute compliance and enforcement programs
- Provide expertise on technical and policy requirements, particularly in support of Department priority initiatives
- Facilitate coordination between federal agencies and other public/private agencies/entities associated with the Bureau's programmatic work
- Manage Bureau section/program managers and perform all personnel management functions
- Collaborate with the Bureau Finance Manager on finances
- Allocate work to ensure performance goals are met and activities are conducted in accordance with applicable requirements
- Meet with Bureau managers regularly to inform, motivate, determine program needs, foster teamwork, and ensure all staff assignments are completed within established timeframes and are of high quality
- Ensure Bureau managers meet regularly with their staff to determine the same as above and conduct evaluations and provide periodic reviews as required
- Promote a respectful and professional and a strong example for Bureau staff and managers for conduct in the workplace, work performance, and ethical behavior expectations
- Encourage professional development by delegating tasks to program/group managers, section leads, and team leads as appropriate
- Respond to inquiries and requests for information/assistance, including Inspection of Public Records Act (IPRA) requests, in a thorough, professional and timely manner
- Submit a quality Bureau Weekly Activity Report, Quarterly Performance Report, and other reports or information as required

Ideal Candidate

The ideal candidate will have experience in the following:
- Leadership, management, and systems change
- Regulatory and technical work in the Bureau subject areas
- Project management and ability to creatively solve problems
- Possessing strong written and verbal communication
- Providing a positive attitude toward compliance and enforcement programs

Minimum Qualification

Master's degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and eight (8) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.

If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs. In-state travel up to 20% with optional out-of-state travel. Position requires extensive communication interacting with contractors, the regulated community, environmental non-profit organizations ,and the general public.
