To manage functions and personnel in support of the DOTD police mission to protect the infrastructure of the State Highway System.
The DOTD Enforcement Captain position is assigned to the Police Unit within the Department of Transp011ation and Development which is comprised of the fixed scale facilities. This unit is statutorily mandated and has sole responsibility for enforcing the federal/state. size, weight, permit, registration and taxation regulations. The incumbent assigned ensures enforcement efforts promote a safe and secure driving environment, while protecting and preserving vital roadway infrastructures. Commissioned DOTD Personnel assigned have the same authorities statewide as sheriffs, constables, and police officers with respect to the enforcement of the law. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations. As well as DOTD policies, procedures, manuals, and directives. REGION2

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Six years of law enforcement experience in the protection of transportation infrastructure, one year of which must have been at the supervisory level or above; OR
Seven years of law enforcement experience as a POST certified peace officer commissioned with the power of arrest, two years of which must have been at the supervisory level or above.
NECESSARY SPECIAL REQUIREMENTS:
Possession of a valid driver's license.
Possession of an active Peace Officer Standards and Training (POST) certification.

50% The incumbent acts.as a uniformed commissioned/ POST certified Police Officer and serves as a DOTD manager for a geographical region with multiple static scale facilities. The incumbent is responsible for the planning and management of enforcement activities of their assigned region, and those activities include all facets of surveillance, interrogation, investigation, apprehension, and arrest of violators of State and Federal laws.
The primary focus, of the Agency, is weight and size enforcement of both State and Federal Laws and the protection of the State's Highway System, and must be capable of conducting advanced police skills such as investigations, patrol and arrest procedures, and gathering of evidence.
Incumbent serves as an Enforcement Captain to a functional staff unit who is responsible for the planning, coordination, and implementation of all aspects of the Police Unit. Incumbent reports directly to the DOID Major of Police Unit. The Incumbent performs a wide variety of duties that require initiative, independent judgment, and responsibility.
Incumbent is responsible for daily duties as the Enforcement Captain and is expected to make sound and independent decisions. Specific duties of the incumbent consist of diversified assignments involving technical matters of a critical and sensitive nature to the Police Unit. The incumbent must exercise independent judgment and initiative to determine solutions to complex problems within the unit.
Incumbent is required to meet all mandated state and departmental required post training, qualifications and certifications. Incumbent will participate in the disciplinary process by making recommendations based upon findings of the preliminary internal investigation, before the findings are processed up the chain: of command. Incumbent serves at the Emergency Operation Center I support of DOTD operations where the rapid deployment of manpower is needed statewide during manmade or weather related disasters.
15% The incumbent shall serve as the agency's assistant lead ESF - 3 liaison for the Region 3 Enforcement Area, between DOTD Police and DOTD's Emergency Operations Center's ESF-3 Lead. The incumbent, in the absence of the agency's lead liaison, shall coordinate all emergency responses, within the police department, for that function during natural and man-made emergency situations. The
incumbent shall otherwise directly assist the agency's lead ESF - 3 liaison when both parties are present.
10% Incumbent oversees that all required statistical reports, time and attendance reports and other required administrative paperwork is completed in an accurate and timely manner, Responsible for preparing overall operational budget for the Police Unit. Approves leave requests, overtime requests, training requests, and duty assignments for all personnel with.in the unit. Incumbent oversees the final review of annual equipment inventories, requisition of new equipment, monitors vehicle maintenance, and malces final decision regarding equipment utilization. Prepares final revision, and final submission of all required records detailing all phases of the Police Unit's operation. Oversee and evaluate personnel training to ensure training objectives are achieved and quality of control maintained. Incumbent takes necessary corrective action to ensure DOTD Police training goals and objectives are met. Prepare and
implement long range and short range training goals to assure training needs analysis and priorities are met.
5% Incumbent assigns tasks which are, but not limited to, staff studies, develop operational memorandums, writing of federal and state grants, performing background investigations, and providing statistical information. Assist in preparing and presenting the Police Unit's budgets, operations, and manpower requests to various legislative committees and the Division of Administration.
5% Supervises, plans, coordinates and controls the function of the Police Unit. Incumbent is also responsible for the coordination, control, planning and supervision in the proper course of action for vehicles found in violation of size, weight and Motor Carrier Safety regulations.
5% Conduct fair and impartial planning and evaluation sessions (PES) in accordance with DOTO policy.
5% Incumbent assures that directives and policies are adhered to by all personnel and that all new policies, directives, and memorandums are forwarded to personnel.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
