DIVISION OVERVIEW
The Housing Assistance Division (HAD) of the Los Angeles County Development Authority (LACDA) Is responsible for the administration of the Housing Choice Voucher (HCV) Program. The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles and other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing. This fast-paced work environment has a high volume of phone calls and data entry projects.
POSITION OVERVIEW
Under the general direction of the Housing Assistance Director, this position is responsible for overseeing the daily operations of the Contract Maintenance Department; developing plans and goals for assigned operations; evaluating, interpreting, and ensuring staff compliance with HUD regulations and guidelines; managing the effective use of department resources to improve organizational productivity and customer service and achieving operational performance objectives; communicate effectively with all stakeholders.

As a regular full time Manager you will receive the following benefits paid by the Los Angeles County Development Authority(LACDA):
In addition to the above, the LACDA's Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through "Salary Redirection" arrangements.
As part of this plan the LACDA will contribute $900.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated services.
Changes to CalPERS:
The LACDA is a participant of the California Public Employees Retirement System(CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity or has a break in service greater than 6 months (aka "New Member"), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 8.25% member contribution.
An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka "Classic Member") shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It's important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a "Classic Member."

- Plans, manages, and oversees the daily functions, operations, and activities of an assigned Authority department, including internal administration, operations, and service delivery departments; ensures department programs and activities comply with all federal, state, local, and Authority policies, procedures, and regulations.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the department; recommends within department policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Participates in the development, administration, and oversight of department budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.

- Interprets federal and state regulations and develops and implements grant-funded programs and projects in line with grantor requirements and federal/state regulations; analyzes Authority and community needs related to assigned area of responsibility; collaborates with Authority staff and outside service providers to deliver programs and services; prepares quarterly and annual reports of program and project activities.
- Implements marketing plans and strategies for assigned department and program(s); oversees and manages content, advertising, and outreach efforts to increase awareness and support for the Authority's efforts and programs; collaborates with community groups and the public.
- Prepares policy guidelines and training material for assigned department programs, services, and activities; formulates guidelines for the preparation of plans, reports, and procedures to be implemented by staff.
- Manages and provides technical support in all phases of assigned projects including planning, design, implementation, and close-out.
- Prepares and presents staff, agenda, and technical reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, boards, partner agencies, and other stakeholders.
- Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Serves as a liaison for assigned functions with other Authority divisions, departments, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in assigned area of responsibility; research emerging products and enhancements and their applicability to Authority needs.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
- Serves as a resource and liaison to the community, businesses, community organizations, and the general public regarding Authority projects, programs, policies, procedures, and standards; negotiates and resolves significant and controversial issues and responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
