The Ministry of Justice and Attorney General provides a fair justice system that upholds the law and protects the rights of all individuals in Saskatchewan; promotes safe and secure communities; and provides legal and justice policy advice to government.

The Highway Traffic Board (HTB) is an independent quasi-judicial administrative tribunal reporting to the Minister of Justice and Attorney General. The HTB is responsible for hearing appeals for a number of programs administered by Saskatchewan Government Insurance (SGI), as well as administering other transportation regulatory functions.

HTB's mandate is to provide effective adjudication services through transparent, unbiased, and fair hearings and to promote land transportation safety. The HTB conducts hearings and administers legislation relating to the transportation industry in a fair, just and compassionate manner. Hearings are regarding decisions made by SGI under The Traffic Safety Act and The Automobile Accident Insurance Act , and relate to penalties such as license suspensions, vehicle impoundments, SGI program ratings, and commercial vehicle safety ratings.

The Opportunity

The Highway Traffic Board within the Ministry of Justice has an exciting and rewarding opportunity for a highly motivated and dynamic leader with vision and creativity. Reporting to the Assistant Deputy Attorney General (ADAG) of the Justice Services and Tribunals Division, the successful candidate will provide leadership and direction in setting strategic goals and organizational processes to align with the Strategic Plan.

As the Manager of the Highway Traffic Board, you will:

  • Lead and support the HTB's administrative staff and board members in scheduling, reviewing, and completing approximately 3900 appeals per year. These appeals are initiated by drivers contesting sanctions imposed by SGI.
  • Support the HTB adjudicators who hear and render decisions regarding SGI driver's license sanction appeals, vehicle impoundments, safety rating appeals under SGI's Safe Driver Recognition (SDR) Program, and insurance premium assessments under SGI's Business Recognition (BR) Program.
  • Monitor and ensure that shortline and industrial railway operators comply with the provision required within The Railway Act .
  • Ensure that programs, policies, and procedures are regulatory compliant.
  • Manage external stakeholder relationships ensuring clear communication and collaboration.
  • Manage teams and relationships by creating an environment of trust, equity, and strong workplace culture, promoting innovation, support, and employee engagement to achieve results.
  • Lead day-to-day operational decisions including budget, staffing, branch structure, and program management.

  • Knowledge of strategic planning processes, accountability frameworks, and policy development in order to provide options and strategies related to issues in the relevant sector.
  • Excellent communication and interpersonal skills, with the ability to build and maintain collaborative professional relationships, and demonstrated client focus.
  • Proven ability to work effectively in a team-based environment with excellent interpersonal, organizational, research, analytic, and problem-solving skills.

Typically, the knowledge and skills required for this position are acquired through:

  • The completion of a degree in public administration, public policy, justice, administration, commerce , or related field of study.
  • Experience in strategic planning, legislative, and policy development.
  • Knowledge of public policy and government processes, procedures, and protocols.
  • Demonstrated ability to think critically and strategically.
  • Experience working with multi-disciplinary teams, stakeholders, other governments, or colleagues in other organizations to advance priority files.
  • Experience in successfully leading strategic initiatives and achieving positive results.
