The Department of Military Affairs (DMA) operates pursuant to Article I, Section 8, of the Constitution of the United States and Article XVIII, Sections 1 and 2, of the Constitution of New Mexico. The department is established and governed by the New Mexico Military Code (Chapter 20 NMSA 1978). Although the governor is commander in chief of the state military forces, the Adjutant General directs DMA and is appointed by the governor to a five-year term.
DMA consists of several operating units in the Agency that house both state and federal personnel. The National Guard Bureau and the State have entered into the Master Cooperative Agreement to establish the resources, funds, and conditions for the operation and training of the New Mexico Army and Air National Guard. DMA is responsible for the management, supervision, operation, and application of this agreement to ensure proper administration of the Agreements. All DMA activity related to administrative functions must comply with outlined program requirements. This position has direct oversight of Programs covered under the NGB ChalleNGe cooperative agreements.
Why does the job exist?
The position will have direct supervision over executive level staff, who will manage the diverse programs that support the Department of Military Affairs and the New Mexico National Guard, to include: the Youth Challenge Academy; the Job Challenge Academy; and the newly assigned Governor's Summer Challenge Program. These programs make up a substantial portion of the department's total operations.
How does it get done?
Responsible for the direct management and supervision of high level management, including: Youth ChalleNGe Director, Job ChalleNGe Director, and the Governor's Summer ChalleNGe program staff.
Program Oversight of the Governor's Summer ChalleNGe program: The Department of Military Affairs New Mexico National Guard, alongside key community driven leaders, implemented 'The Governor's Summer ChalleNGe 2024 to increase protective factors for middle school students in a community with the greatest need. The primary objective is to decrease the adverse impacts of social risk factors on NM youth & determine future scalability of program across the state.
Job Challenge Program Oversight: Directly supervises the Job ChalleNGe Director position and the program overall. The New Mexico National Guard Job ChalleNGe Academy (NMNGJCA) in Albuquerque, NM, is a career technical education program that serves as an optional follow-on program for graduates of the New Mexico National Guard Youth ChalleNGe Academy in Roswell, NM. The goal of the NMNGJCA program is to prepare students aged 17.5 - 20 for living wage jobs while providing a no-cost place for them to live and study in a para-military environment while simultaneously developing life skills. Upon completion of a three-to-six-month career training curriculum, the NMNGJCA advocates for graduates and works to connect them with employment opportunities throughout the state. The newly established NMNGJCA will open for its first-class cycle in FY26.
Youth Challenge Program Oversight: Directly supervises the Youth ChalleNGe Director position and the program overall. The New Mexico National Guard Youth ChalleNGe Academy (NMYCA) - is a 22 week long residential program for "at-risk" youth within the State of New Mexico. This position direction and oversight for the program and all program activities to ensure the success of the Youth ChalleNGe Academy.
Updates the Adjutant General, the Deputy Adjutant General, and the Division Director weekly on the status of all programs with appropriate recommendations/solutions focusing on short staffing, deadlines, budget shortfalls etc.) Disseminates information to supervisors in reference to DMAs mission(s). Develops and implement procedures and provide on-going training to staff.

New Mexico National Guard; Department of Defense; the Governor of the State of New Mexico; Department of Military Affairs Executive Management; Program Employees, and DMA Staff; and the Citizens of New Mexico.
Ideal Candidate
The ideal candidate will have extensive management experience, including knowledge of and experience in financial and human capital functions; information technology; Chapter 20 NMSA 1978; and budget experience that includes multiple funding sources.
The ideal candidate will have experience working in a military or para-military environment. Program and policy implemetation is highly desirable. Professional experience supportin at-risk youth is greatly preferred.
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Statewide travel will be required. Employment is subject to background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs.
