The Opportunity

WSDOT is seeking an Electrical & Electronics Systems Specialist (EESS) Supervisor to lead the signal crews in the daily performance of all signal technician's tasks in two locations, Lofall and Lacey, WA. Under the direction of the Signals and Intelligent Transportation Systems (ITS) Superintendent, this position will be responsible for supervising, leading, and directing diagnosis, maintenance, installation, repair, and testing of technical monitoring and control systems. The EESS Supervisor will assist assigned personnel in performing maintenance and installation of signal and electrical equipment and will use a wide variety of electrical equipment and tools. Our top candidate will be technically focused, innovative, and enjoy new challenges as this position is critical in ensuring that our traffic signals and electrical equipment are operating at their best to keep our highways free of hazards and open to the traveling public year-round.
What to Expect

Typical schedule is Monday through Friday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled call-out emergencies. Field duties are often physical in nature and performed primarily outdoors in all types of weather conditions; requires ability to perform duties at elevated heights, up to 100 feet above land and live traffic and 600 feet above water.
Among the varied range of responsibilities held within this role, the Electrical & Electronics Systems Specialist Supervisor will:
  • Supervise and inspect employees' work to determine efficiency and compliance with instructions, regulations, and policies.
  • Assume responsibility for safe installation and maintenance procedures when working near public utilities, such as high voltage lines, gas lines, water lines and sewers.
  • Prioritize and assign work to crews; schedule equipment and materials as needed.
  • Coordinate equipment and labor hours.
  • Train personnel in all facets of the work, equipment usage, safety, and public relations; ensure that good work, personnel, safety, and public relation practices are maintained.
  • Conduct timely employee performance evaluations; provide opportunities for staff development.
  • Determine required maintenance of signal and illumination systems and electrical systems; schedule upgrades of traffic signal and illumination systems and recommend improvements and/or modifications.
  • Select and purchase test equipment; arrange for rental or lease of privately owned equipment.
  • Establish accurate cost records and inventory control for all traffic signal equipment and detection systems
  • Review and investigate new traffic signal equipment and detection systems.

Qualifications

To be considered for this opportunity, one of the following are required:
  • High school diploma, a GED certificate or equivalent AND two (2) years of experience as an Electrical & Electronic System Specialist 3. OR
  • Three (3) years of experience as an Electrical & Electronic System Specialist 3, specific to ITS or traffic signal and highway illumination related electronic/electrical system fields. OR
  • Three (3) years of experience in the electrical construction industry, or an equivalent Traffic Signal Technician classification in another city, county or state government.

In addition to one of the above, the following are also required:
  • Two (2) years of experience leading or supervising a diverse workforce, with demonstrated leadership abilities to work across boundaries; build and maintain effective teams; coach, mentor, and train a diverse workforce; and encourage employee engagement.
  • A valid Class B CDL without airbrake restrictions with the ability to legally operate vehicles in Washington State or, the ability to obtain within six (6) months of hire.
  • Maintenance experience working on ITS and traffic signal cabinets/controllers and highway illumination systems.
  • Advanced and effective communication skills with the ability to communicate with diverse groups including those with non-technical backgrounds, in a professional and respectful manner utilizing oral, written, and electronic communication methods.
  • Demonstrated ability to read and comprehend electrical/electronic schematics, construction plans, and drawings.
  • Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.
  • Demonstrated ability to work independently and prioritize workload, with the ability to handle multiple assignments.
  • Demonstrated knowledge of safety standards, construction industry standards, and heavy equipment operation.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for project tracking, and information and asset management.
  • Ability to obtain and maintain valid First Aid/CPR Certification.
  • Ability to report in service to assigned duty station within 60 minutes of an after-hours call.
  • Ability to respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week.
  • Ability to traverse rough, steep, and uneven terrain.
  • Ability to transport, move, and manipulate various types of equipment weighing 50 pounds or more.

It is preferred that qualified candidates also have:
  • Journey-level electrician (EL07) or higher Electrical license issued by the State of Washington.
  • In depth knowledge of the design and maintenance of current signal systems, illumination systems, and electrical systems used in the WSDOT Right of Way.
  • Three (3) years of supervisory experience.
  • Demonstrated ability to plan and manage a budget.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
