Job Description

Duties and Responsibilities:

Manage the coordination, production, and distribution of the NYC Health + Hospitals' Quality Assurance Performance Improvement (QAPI) Governing Body Reports. Serve as a Quality Management liaison to Clinical Service Lines. Provide consultation and support to Departmental Leadership on Performance Improvement and Regulatory activities. Support the activities of the QAPI Division.
1. Management and oversight of hospital-wide and NYC H+H (QAPI) Governing Body Reports:
  • Review qualitative and quantitative clinical, administrative and utilization data to ensure continuous quality and performance improvement
  • Monitor, track and analyze data for system-wide meaningful measures and hospital-wide high priority metrics.
  • In collaboration with Risk Management and Psychiatry Quality, review and evaluate hospital-wide NYPORTS and NIMRS incidents/occurrences.
  • Evaluate and disseminate regulatory requirements for new Electronic Clinical Quality Measures (eCQMs); comparing compliance with chart abstracted data and making recommendations for improvement
  • In collaboration with leadership, identify and develop corrective actions and opportunities for continuous improvement.

2. Facilitation of Governing Body oversight of the hospital's QAPI program and activities:
  • Coordinate submission and review of various departmental QA data to ensure alignment with the "QAP| Committee of the Governing Body" reporting requirements.
  • Coordinate (and participate in] quarterly Executive Quality Council (EQC) meetings to coincide with reports to Board of Directors/Governing Body.
  • Draft Executive leadership's quarterly Executive Summary to the Governing Body to include but not limited to: a) TJC and CMS Regulatory & Accreditation Surveys; b) Complex Case Reviews: high profile/high impact cases; c) Complaints and Grievances; d) Patient Satisfaction/Staff Engagement
  • Provide guidance and leadership for hospital wide quality/safety plans and evaluations submitted to the Governing Body: a) QAPI Plan, b) Institutional Plan, c) Utilization Management Plan and d) Environment of Care Plans

3. Management and oversight of hospital-wide Quality/Performance Improvement programs and initiatives:
  • Oversight of the system-wide Quality In-Sights Hospital Incentive Program (QHIP); use evidence-based practices to develop and implement new policies, protocols and guidelines to improve patient safety, health outcomes, patient satisfaction and hospital revenue.
  • Design and implement work flows and processes to maximize care delivery systems in clinical service lines.
  • Facilitate improvement initiatives, which include but not limited to interpretation and dissemination of new laws and regulations related to health and safety, monitoring trends in quality metrics and working collaboratively with clinicians, Executive leadership and front-line staff in rapid cycle PDSAs.
  • Other various tasks and responsibilities to support the work of the QAPI division.


Minimum Qualifications

* Qualification for Central Office.
# Qualification for Health Care Facility.
1. a. A Baccalaureate Degree in Public Administration, Public Health or Health Care Specialization; and,
b. Five* years or four# years of increasingly responsible experience in hospital administration, with particular emphasis on development and evaluation of health care delivery services; or,
2. a. A Master's Degree in Public Administration, Public Health or Health Care Specialization; and,
b. Four* years or three# years of increasingly responsible experience in hospital administration, with particular emphasis on development and evaluation of health care delivery services.
