We are looking to find a highly qualified leader to serve as the Department's Administrative Consultant for Special Education Evaluation, Eligibility, and Services in the Division of Special Education. This person will provide key leadership and oversight for the Department.
Your Responsibilities:

Coordinate with the Chief of the Bureau of Student Evaluation, Instruction, and Services to develop and implement plans for the statewide delivery of special education services, PK-21. Contribute recommendations for:

a) special education statewide goals, objectives and activities;

b) adjustments or development of policies, and procedures;

c) use of financial, staffing and technological resources; and

d) evaluation efforts and impact upon program recipients.
Coordinate work of the special education team and task teams, which may include: developing a project plan, monitoring implementation progress, supporting program staff assigned to the project and evaluating outcomes.
Resolve complex program or project administration problems by analyzing a variety of information including federal and state laws, rules, and regulations and developing solutions that may be innovative.
Support development of required federal and state reports. Prepares responses to legislative inquiries as needed, facilitates development of fiscal impact notes, legislative proposals, policies and procedures for review.
Work to maintain and improve relationships with other agencies, community groups, other department components, and other state, local, or federal departments in order to enhance decision-making capability and better implement services in areas which may be controversial.

  • Experience in large-scale project implementation.
  • Experience in program evaluation.
  • Experience in policy analysis or implementation.

Hours: 8:00 A.M. - 4:30 P.M., Monday - Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
