POSITION SUMMARY:

Responsible for the delivery of patient care that promotes safety and well-being of all patients in the assigned department(s), 4th MT and RMSE on a twenty-four hour basis. Plans, directs, coordinates and evaluates the overall clinical nursing practice and administrative activities, including fiscal, material and human resource management. Participates in the development and implementation of hospital policies and procedures, as well as making suggestions for revision of same. Maintains open communication with all nursing staff to promote improvement in performance. Maintains open communication with fellow Directors, Assistant Chief Nursing Officer and Chief Nursing Officer. Assumes responsibility of administrative supervisor as needed. This position requires a sound knowledge of nursing practice and exceptional leadership abilities.

POSITION EDUCATION/ QUALIFICATIONS:
Graduate of accredited school of nursing required
BSN required
Current registered nurse's license in the State of Texas
Current BLS and ACLS certification required.
Job requires cross training to like areas
Excellent customer service skills.
Computer skills required with knowledge of Microsoft Office suite.
Good written and verbal communication skills required.
Bilingual - English/Spanish preferred

JOB KNOWLEDGE/EXPERIENCE:
Three (3) years of management level experience in healthcare, which includes both supervisory and financial
responsibilities preferred.
Knowledge of clinical nursing practice, equivalent to that which would be acquired by completing a regionally accredited degree program in nursing.
Knowledge, skills, and abilities required to perform this job are typically acquired through a minimum of five years progressively responsible experience as a registered nurse in Hospital setting, including previous leadership experience.
Must demonstrate ability to resolve conflict, motivate staff and interact with superiors peers and subordinates in a direct and professional manner.

Responsibilities:

POSITION RESPONSIBILITIES:
Promotes the facility mission, vision and values by effectively communicating them to others. Considers mission, vision and values in developing services, standards and practices.
Provides effective leadership to the assigned department(s) of responsibility.
Develops and implements policies and procedures that guide and support the provision of services.
Responsible and accountable for departmental quality measures to include (nursing-domain) Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS), core measure and other Value Based Purchasing (VBP) parameters.
Consistently meets or exceeds staffing productivity targets
Meets payroll, staffing and other committee deadlines
Ensures that clinical areas and staff are in full compliance with such rules and regulations.
Determines the qualifications and competence of departmental unlicensed personnel
Continuously assesses and improves the department's quality of care performance.
Performs human resource responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, and salary adjustments, resolution of employee concerns, disciplinary counseling, terminations, and employee morale.
Monitor the process and outcomes to ensure adherence to appropriate state and federal regulations as well as all program policies and procedures.
Provide clinical guidance to staff related to all clinical requirements including medical necessity and processing of prior authorizations.
Review revise implement and communicate policy workflow and organizational changes to clinical staff.
Communicate policy workflow and organizational changes all staff.
Coordinate and lead assigned multidisciplinary team meeting and case review process.
Direct supervise orientation and ongoing in-service/continuing education programs for clinical staff.
Conduct performance evaluations on all clinical staff.
Maintain the confidentiality of all business documents and correspondence.
Must be able to interact and communicate with all levels of staff, physicians, patients and families in an effective manner. Exhibits tact, enthusiasm and patience. Must be sensitive to cultural issues.
Provides for orientation, in-service education training, and continuing education of all persons in the department(s).
Participate in performance improvement initiatives and demonstrate the use of quality improvement in daily operations including conducting regular quality reviews of clinical services authorized and competency assessments for clinical staff.
Attend and participate in meetings as required.
Assist in identifying community resources and other supports available to meet medical and non-medical needs of the clients and their families

B. Working Conditions: The individual spends over 95% of his/her time in an air-conditioned environment with varying exposures to noise. There is protection from weather conditions but not necessarily from temperature changes. The position does have low exposure to malodorous, infectious body fluids from patients and some minimal exposure to noxious smells from cleansing agents.

C. Occupational Exposure: This position has minimal to no exposure to blood, body fluids, or tissues and is an OSHA Category III (although situations can be imagined or hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids). Person who performs these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid or to be potentially exposed in some other way.
