Description
Under the direction of the Economic & Community Development Director, this position is responsible for maintaining buildings for the City. This position makes sure the buildings are maintained, which entails coordinating the daily and weekly cleaning schedules of the custodial staff, as well as determining and scheduling repairs, and renovation projects. The Facilities Manager performs and supervises tasks related to HVAC, electrical, plumbing, security, environmental, safety, custodial coordination.
This position requires excellent communication skills, attention to details, and project coordination. The Facilities Manager schedules preventative maintenance, and responds to urgent maintenance calls. This position negotiates with outside vendors for repairs, supplies and other measures. The Facilities Manager is responsible for supervising the custodial and maintenance staff.
SUPERVISION:
Work is performed under the general direction of the Economic and Community Development Director, incumbent must be self-motivated and capable of initiating and developing tasks on a regular basis. Work is reviewed through observation, completion of projects, status reports, conferences and meetings, weekly meetings, verbal and written communication and yearly evaluations. Additional guidance is provided by code regulations, the City Code, departmental policies/ordinances, City operating practices and procedures and other resources applicable to the specific projects assigned. Work is evaluated annually with respect to problem-solving ability, flexibility, customer service, written and verbal communication skills, and performance in accordance with this classification standard. This position works closely with all relevant departments regarding maintenance issues throughout the City.
PUBLIC CONTACT:
The position has daily contact with citizens, applicants, city employees, property owners, agents, tenants, contractors, Aldermen, grant applicants from both City and funding agencies. Employee will work with other Divisions and Departments coordinating activities, including, but not limited to Economic & Community Development, Public Works, Human Resources, Comptroller's Office, Fire & Police Departments.

Minimum Qualifications
This position requires a High School Diploma, or Associate's degree or equivalent, with training in maintenance of buildings.

PHYSICAL REQUIREMENTS OF WORK:
This ability to occasionally use force to exert up to 50 pounds, and lift medium weight objects. The ability to lift, carry or otherwise move objects, materials, etc., using up to 50 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The ability to work outdoors in a variety of weather conditions; perform moderate manual work daily; including sitting, standing, bending, stooping and climbing.
Ability to use machines, tools, equipment, and work aids of those commonly associated with this type of work including but not limited to automobile, flashlight, room thermometer, cellular telephone, code books, tape recorder, personal computer, software, measuring devices, hammer, screw driver, shovel, camera, electrical devices, protection devices.

Essential Functions
- Performs some minor repair or building maintenance within City Hall;coordinates major trouble repairs with outside vendors; performs other related duties and assignments as needed or required.
- Reviews basic requirements of municipal building, such as, water, electricity, air conditioning,etc.
- Hires and supervises custodial and maintenance staff for the building and assign duties accordingly.
- Keeps municipal building safe by ensuring it meets building code requirements.
- Oversees functioning of building systems including mechanical, plumbing, electrical, fire and safety.
- Manages the maintenance and custodial needs of City buildings and grounds.
- Maintains equipment on City property by monitoring equipment,maintaining records of maintenance repairs, and performs repairs as needed.
- Oversees contractors for facility renovation projects, entailing HVAC, and electrical systems.
- Works with Economic & Community Development Director to report problems, and provide monthly status updates on any pending projects.
- Supervises contractors and vendors as it relates to maintenance work.
- Responsible for creating, updating, and maintaining capital improvement budget for annual and long range fiscal maintenance needs.
- Coordinates and oversees building space allocation, layout and facility expansion in concert with architect/designer when required.
- Develops and manages preventative maintenance program for .
- Develops and maintains a relationship with all contractors and vendors ensuring efficient facility operations.
- Serves as primary contract for facility related emergencies which may require evening and weekend work.
- Relies on extensive experience and judgment to plan and accomplish goals.
Minimum Qualifications
This position requires a High School Diploma, or Associate's degree or equivalent, with training in maintenance of buildings.
- A minimum of three years' experience in facilities management and supervising others.
- Excellent organizational and project management skills.
- Excellent verbal, written and interpersonal communication skills in dealing with individuals and groups at all levels.
- Must work effectively with others throughout various departments at .
- Must have ability to execute projects systematically, good communication skills.
