General Statement of Duties
Enforces zoning code regulations by reviewing zoning permits, conducting field inspections, investigating violations and complaints, ensuring compliance with approved site plans and building codes, and assisting the public with questions regarding zoning inspections and violations.
Qualifications
Experience and Education:
Associate's degree from an accredited college, with a focus on architecture, engineering, building construction, land surveying, or a closely related field, plus four (4) years' experience in land use planning, architecture, zoning enforcement, engineering inspection, or a closely related field; or an equivalent combination of education and experience.

Licenses and Certifications:
Valid driver's license.

Must obtain Connecticut Zoning Enforcement Technician certification or Connecticut Zoning Enforcement Officer certification within 24 months of appointment.

Qualifications:
Demonstrated knowledge of architectural or construction drafting, and land surveying.

Demonstrated knowledge of urban or regional planning, building design, landscape or site planning and the ability to read site plans and construction drawings.

Proven ability to sketch and prepare simple drawings.

Proven ability to effectively interpret and apply Zoning and Subdivision Regulations.

Demonstrated knowledge of investigatory processes and individual rights outlined in Federal and State regulations.

Demonstrated knowledge of building construction, including structural components, electrical, plumbing and HVAC systems.

Proficiency in the operation of a personal computer and the use of software such as, Microsoft Word, Microsoft Excel, and other related software.

Demonstrated ability to communicate effectively both verbally and writing.

Proven ability to establish and maintain positive working relationships colleagues and supervisors, as well as officials, professionals and the public.

Demonstrated physical ability to perform all job functions, including standing for prolonged periods of time, climbing ladders and entering confined spaces.

Job Description
Department: Planning and Zoning

Bargaining Status: GMEA

Salary Range: G-A

Reports to: Zoning Enforcement Officer.
*Reports to the Town Administrator or Designee in matters related to Town of Greenwich Nuisance Ordinance
Duties and Responsibilities:
Reviews zoning permits for compliance before issuing building permits.

Performs field inspections of planned site work to evaluate parking facilities, fences, signs, lighting, odors and noise, ensuring they align with approved plans and regulations.

Performs field inspections of vacated premises, ensuring sign removal.

Assists in evaluating site and plot plans, including parking requirements, prior to permit issuance.

Answers questions regarding Building Zone regulations, Zoning Board of Appeals procedures, and ordinances at the Zoning Enforcement counter, via telephone, email, or at Zoom and in-person meetings.

Inspects construction sites on a scheduled basis to ensure compliance with Planning and Zoning Commission and Board of Appeals conditions, including hours of operation, scope of use, screening, lighting location and intensity, number of employees, parking adequacy, and site access.

Investigates alleged or reported zoning or code violations and nuisance complaints by visiting sites, interviewing owners, agents, lessees, and adjoining property owners; photographing and sketching site conditions; collecting physical evidence necessary for investigations; and recommending actions to be taken.

Prepares documents for court proceedings and attend court, as directed.

Coordinates with other Town Departments to inspect and investigate complaints.

Maintain detailed records of complaints, code violations, site visits and investigations.

Attends Planning and Zoning Board of Appeals meetings, as directed.

Conducts research of land use and building records, permit records and Appeals Board decisions.

Consults with the other Town departments and relevant public and private agencies on administrative procedures, zoning regulations, nuisance regulations, and related issues.

Administers, and enforces the nuisance regulations according to Town regulations, charter, policies and procedures established by and under the direction of the First Selectman's Office. Coordinates with the designated Hearing Officer on nuisance abatement appeals.

Supports Town policies and philosophies.

Performs related work as assigned.
