OVERVIEW

Reporting to the Managing Director - AB/YT, the Senior Manager, Common Collection System - AB/YT is responsible for all curbside and depot collection requirements, as per the Extended Producer Responsibility Regulation 194/2022 for Single-Use Products, Packaging and Paper Products and includes the strategic oversight, development, and management of community transition for Alberta. This role will also support transition as required in Yukon for the Yukon Regulation OJ.C. 2024/19.

Responsibilities include the overseeing of the management of key milestones related to the transition and operationalizing of the collection system, providing leadership and support to ensure the seamless transition to EPR. Success in this role will result in the effective launch of Circular Materials and the transition of all Communities and First Nations into the Producer led system for residential recycling management for PPP.

RESPONSIBILITIES
  • Leads the development and implementation of a comprehensive operations strategy to deliver the overall objective of a cost-efficient residential PPP system that meets the obligations of the provincial regulation.
  • Develops subject matter expertise on the regulatory requirements associated with Alberta Regulation 194/2022 and Yukon Regulation OJ.C. 2024/19.
  • Develops a deep understanding of the terms of the Master Services Agreement (MSA) and Statements of Work (SoW) for communities and service providers.
  • Work with the AB/YT team to develop processes for the Alberta Phase 2 implementation which includes expansion of the curbside program and inclusion of multiple family dwellings.
  • Leads the development and implementation of a comprehensive operations strategy to deliver the overall objective of a cost-efficient residential PPP system that delivers to the provincial and territorial regulations, while working collaboratively with the entire Alberta/Yukon team and the National Operations team.
  • Support CM's procurement processes including input into contracts, management of documents, amendments, change orders, and evaluation and award of contracts.
  • Manage the negotiation of service delivery for curbside, depot and multiple family collection.
  • Ensure quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and efficiency of collection services, including monitoring performance against performance metrics.
  • In coordination with the National Operations team and the Communications & Marketing team, identify opportunities for innovation, improvements in delivery standards, increased operational efficiencies, reduced contamination at curbside, depot, and multiple family, and overall higher recovery rates.
  • Oversee the change management process to ensure executed agreements are amended as needed to ensure alignment with operational realities and system accuracy.
  • Support contract negotiations and partner management related to the business programs and initiatives within CM as required.
  • Collaborate with other departments to develop and document procedures associated with overseeing contract delivery.
  • Manage reports and updates with regular cadence as required for key stakeholders, meetings, presentations, inclusive of board materials, and any other reports as requested.
  • Liaise with the Project Management, Procurement, and Service Provider Reporting Divisions to create strong service delivery processes and communication.
  • Hire and oversee a team of managers and specialists with relevant experience, to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
  • Mentor, coach, and effectively manage the performance of direct reports, ensuring succession planning strategies exist to mitigate service disruptions.
  • Lead team development and staffing levels by enthusiastically collaborating with HR support services.
  • Participate in the development of a well-researched and planned annual operations budget to support forecasted operation activities and initiatives.
  • Publicly support strategic decision making and operations while acting as a positive and contributing member of the management team.
  • Collaborate with the National Operations team on areas of technology, innovation and continuous improvement through material sampling and equipment testing.
  • Other duties as may be required from time-to-time, including attendance at events, and third- party meetings as necessary.
  • Supervise, lead and support other special projects, as tasked to do so.

QUALIFICATIONS

Education
  • Bachelor's degree, college diploma, or equivalent management experience in a related field is preferred.
  • Continuing education and professional development in project management is an asset.
  • Trained in the practical and advanced use of applicable software or related technological tools.


Experience
  • 5+ years related experience working within a regulatory compliance framework.
  • 5+ years progressive experience leading recycling collection systems including specifications, operating standards, performance metrics and performance outcomes.
  • Advanced knowledge of procurement processes and/or contract management experience gained through 5+ years hands on experience.
  • 7+ years' experience as the decision maker related to contract management and vendor relations

Knowledge/Competencies/Skills
  • Proven experience in managing competing priorities with multiple stakeholders at a senior level
  • Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel, and Jira.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Excellent interpersonal, influencing and negotiation skills, with strength in tactfulness and diplomacy.
  • Experience working with a variety of distinct stakeholders including senior executives, service providers and municipal representatives of all levels.

WORKING CONDITIONS

Working Hours
  • Covering the core hours of operation, 9:00 AM to 3:00 PM ET, this is a Full-Time position working forty (40) hours per week. Overtime is excluded due to manager classification.
  • Extra and flexible hours (evenings/weekends) may be required on occasion to meet deadlines throughout the year.
  • Meetings with stakeholders in multiple Canadian time zones may be required
  • Remote and on-site work is required.


Remote and/or Field Work

  • Remote and/or Field Work on occasion to meet team members, attend site visits, and events in Alberta and/or Yukon.


Travel

  • A valid driver's license is required.
