Why does the job exist?

The New Mexico Interstate Stream Commission's Colorado River Basin Bureau (CRB) needs a constant stream of data to inform decisions, and monitor and manage activities across the Colorado River Basin. This requires real-time data that is processed efficiently for dissemination to technical staff, leadership, interstate partners, and the public. The purpose of this position is to create, manage, analyze, and visualize large databases that will need to be created. In particular, this position will build databases to assist the CRB with data reporting needs using database platforms that are either housed within a larger, well-supported platforms such as Microsoft Power BI or ArcGIS, or non-proprietary coded languages like Python and R. This position will also research, collect, receive, compile, and integrate information and data in those databases in support of water resources management. In addition, this position will analyze the data and visualize them.

How does it get done?

1. Investigate the CRB's database needs, find data processing gaps, and update those processes.
2. Compile the collected/received data and build the needed databases using internal resources and/or with support from contractors
3. Develop and evaluate statistical analyses related to hydrology and water use such as trend analyses
4. Visualize the data and prepare maps, charts, graphs, and diagrams for any data queries,
5. Prepare technical reports, presentations, or factsheets
6. Manage and continually update such databases.

Who are the customers?

This position will report to the NMISC Colorado River Basin Bureau Chief. Customers include the NMISC Colorado River Basin Bureau staff and NMISC's contractors.

Ideal Candidate

The preferred candidate will have:

1. Experience with ESRI ArcGIS/ArcMAP
2. Experience with Microsoft PowerBI
3. Experience with large datasets and database platforms
4. Experience with remote sensing analyses and OpenET platform methods
5. Experience with programming/coding with Python and R
6. Experience with statistical trend analyses
7. Experience with crop surveying and/or land use classification

Minimum Qualification

Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Occasional fieldwork may be required. Travel may be required. Work may also be required at alternate work sites.
