Mount Royal University's Facilities Management department is responsible for the planning, development, construction, design, operation, maintenance, safety, security and stewardship of all the buildings, infrastructure, sites and services within Mount Royal's campus community. Through efficient and environmentally sustainable operation, we offer grounds, custodial, building operations, facilities planning, security services and engineering professional services to provide a physical environment that supports and enhances our academic space for students and staff. About the Role
Reporting to the Director, HR, Employee and Labour Relations, the HR Business Partner (Labour Relations Focus) is responsible for providing advice and guidance on matters related to both the Mount Royal Faculty Association (MRFA) and the Mount Royal Staff Association (MRSA).
The HR Business Partner will work closely with the Senior Consultant, Employee and Labour Relations and HR Business Partners, proactively advising and providing support while ensuring consistency in the interpretation of collective agreements and business practices. Fulfilling a key role in the bargaining process, the HR Business Partner will provide research support and assist in developing bargaining mandates and implementation post-ratification. The HR Business Partner will be responsible for providing support on workplace investigations and assisting with identifying and sharing insights on emerging trends in labour relations. This position will also provide training, education and support for both management and internal Human Resources staff.
The HR Business Partner oversees end-to-end delivery of all HR programs, policies, systems and services for all employee groups in addition to providing generalist support in all functional areas of HR. The HR Business Partner provides credible and expert HR advice, supports and coaches leaders through various complex scenarios, and develops and/or advises on new HR programs and processes. The HR Business Partner will also work with other University partners to design and deliver quality programs and services to support faculties and departments and provide the HR vision and expertise required to achieve their strategic business goals. The HR Business Partner also acts as a project manager on various assigned projects, leads change initiatives with assigned client groups, assists in developing and facilitating workshops, and provides conflict resolution support.

Responsibilities
HR Business Partnering
- Provide credible HR advice and consultation, education and support to assigned client group, ensuring consistency throughout business practices and interpretation of collective agreement(s)
- Partner with senior leaders in identifying trends and opportunities to optimize the people component and develop supporting strategies to deliver outcomes
- Participate as an integral member of the Faculty/Departmental leadership team to ensure that HR perspectives are considered in all proposed business plans, decisions and organizational changes
- Connect university operating strategies, plans and procedures to Faculty/Departmental priorities
- Act as lead investigator and/or provide support to leadership in investigating workplace complaints
- Provide support on projects and initiatives and at times, acting as the project lead
- Advise on improvements to human resources policies, procedures and practices, and assist in their implementation
- Support the implementation and communication of key updates and program changes across the University
- Develops and leads training sessions/workshops for leaders across campus
- Support senior leadership in providing and interpreting HR information required for vital decision making and budget preparation
- Provide informal leadership, mentoring, and coaching to the HR Advisor in the provision of HR services, processes, policies and programs (i.e job shadowing, coaching, mentoring, formal learning, on the job experience, etc).
- Foster and maintain positive relationships with leaders, Human Resources and Faculty Relations staff, and union officials
- Provide expert recommendations/solutions related to the management of faculty and staff, ensuring consistency throughout business practices and interpretation of collective agreement(s)
- Provide guidance to ensure consistency of practice and interpretation of collective agreements, labour law, human rights and employment legislation
- Identify and develop procedures and documentation to ensure sharing of knowledge, consistency of practice and interpretation of collective agreements, labour law, human rights and employment legislation
- Provide support in the negotiation of memorandums of understanding, grievance settlements and other complex legal agreements
- Periodically survey industry and monitor labour relations decisions, sharing insights on trends and providing recommendations
- Conduct research and environmental scans to inform the development of bargaining mandates
- Organize and participate in stakeholder consultations
- Assist in preparing briefing materials for approval by the Board of Governors
- Support the implementation of new collective agreements post-ratification, assisting in the communications and change management strategy
- At times, serve as a member of the bargaining team
Team and Leadership Development
- Offer recommendations for best practices, support the coordination of workflow, and review Human Resources work to ensure consistency of practice
- Provide educational support and assist in the development and facilitation of training opportunities across campus, ensuring knowledge of emerging trends, issues and updates
- Provide change management support to enable continuous improvement and appropriately escalate emerging issues
Qualifications
- University degree in Human Resources, Industrial Relations, Business or a related field is required
- 3 - 6 years of experience in a senior generalist HR role in a unionized environment
- Experience in a dedicated labour relations role would be considered an asset
- CPHR designation is an asset
- Knowledge of all applicable Human Resource legislation, policies and practices. I.e. Labour Relations Code, Employment Standards Code, Freedom of Information and Protection of Privacy Act, Human Rights Legislation.
- Experience in the interpretation and application of collective agreements.
- Strong analytical and interpretive skills to recognize and comprehend complex issues, policies, regulatory and legislative requirements.
- Proven relationship management, consulting and business partnering experience.
- Strong communication, presentation, negotiation and influencing skills.
- Effective research skills with strong creative, innovative and analytical abilities.
- Strong facilitation and presentation skills.
