Duties and responsibilities include, but are not limited to:
  • Creates and effectively implements progressive programs, policies, and procedures related to the care and movement of animals in the care of the shelter.
  • Works with the animal care supervisor to oversee kennel operations and ensure effective, professional, and humane management of all kennel areas and all animals at the shelter, including supervision, training, evaluation, certification, and development of animal caretakers and development of effective caretaker teams.
  • Builds a comprehensive orientation program for caretaking staff and ensures staff understands, acknowledges, and complies. Implements the organization's strategic plan and works to ensure continuous improvement regarding compassionate and humane care of animals; support and mentoring of caretaking staff; efficiency of animal care operations in support of overall department goals and operations; and customer service and community relations.
  • Acts as liaison with contract veterinarian regarding Shelter pets.
  • Fosters a culture of innovation and continuous improvement based on evolving industry best practices.
  • Monitors and manages all inventory for kennel operations.
  • Serves as facility manager.
  • Ensures compliance with all county and state guidelines and requirements.

Works under the direction of the Animal Shelter Director and Deputy Director, Director of Operations.

This position performs in the assigned functional area of animal services management.

Note: This role requires flexibility, as it may involve working varying shifts and/or being reassigned to different department facilities as needed. The schedule may include evenings, weekends, and occasional holiday availability.

Salary: The salary offer will be in the minimum to midpoint ($67,425.90 to $89,901.76) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools' employees.
Illustrative Duties

  • Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
  • May supervise administrative and paraprofessional staff;
  • Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
  • Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
  • Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
  • Serves as the point-person and liaison within the department and with central county
  • departments regarding a designated program and functional areas of responsibility;
  • Prepares reports and presentations of analysis and findings.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license (Required at the time of application)
  • Professional Dog Trainer-Knowledge Assessed (CPDT-KA) credential from the Certification Council for Professional Dog Trainers (CCPDT) is required within 12 months of employment, with recertification every 36 months.
  • Fear Free Shelter Certification is required within three (3) months of employment, with recertification as required.
  • Virginia Humane Euthanasia Competency Certification is required within six (6) months of employment, with recertification required every 36 months.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • A minimum of three years of supervisory experience.
  • A minimum of three years of experience working in an animal-related capacity.
  • Demonstrates an understanding of progressive animal welfare best practices.
  • Experience using Microsoft programs and sheltering data management software.
  • Experience handling animals in unfamiliar environments such as a shelter or veterinary practice.

PHYSICAL REQUIREMENTS:
Create materials and operate equipment necessary to complete work tasks.
Visual acuity to read standard text and data on a computer monitor.
Drive county or personal vehicle to travel throughout Fairfax County and other jurisdictions to meet the ongoing business needs of the organization.
Engage with residents, businesses, visitors, staff, volunteers, and others in person, via e-mail, and over the phone.
Deliver presentations and/or testify in person and virtually. Maneuver safely in kennels, dog play yards, cat rooms, small animal room, off-site events, etc.
Must be able to perform essential job functions (reasonable accommodation may be made on a case-by-case-basis).
Must have current pre-exposure rabies vaccination or obtain within three (3) months.
Must not have allergies to animals or animal-related supplies (e.g., hay, peanut butter, etc.) that would interfere with the ability to work in an animal care environment.

Walk, stand, sit, bend, kneel, stoop, crawl, climb stairs, and be comfortable doing these activities for extended periods of time; lift, carry, and move up to 50 pounds; use hands to grasp, handle, and feel; and talk, see, and hear.
