In July 2024, the World Bank Group launched the WBG Guarantee Platform (WB GP), a major upgrade to its guarantees business, that will deliver improved guarantee access through a unified team at MIGA as well as innovative new guarantee solutions. These new reforms will help position MIGA to achieve the goal of tripling annual guarantee issuance to $20 billion by 2030.
The Operational Strategy and Financing Solutions (MIGIG) unit within MIGA plays an important role in unlocking the potential of the WBG Guarantee Platform. There has been an increased corporate focus on expanding private capital mobilization for development purposes through leveraging the private sector and optimizing the use of scarce public resources while continuing to promote good governance and ensuring environmental and social sustainability. With the launch of the Guarantee Platform, the demand for technical support to identify bankable private sector projects, in particular those that require WBG guarantee support, has rebounded, and is expected to grow going forward. The platform provides an opportunity to develop new guarantee solutions that combine individual guarantee products and WBG lending, as well as provide portfolio covers and support to country platforms. Unlocking this requires greater focus on identifying opportunities at regional level, engaging with global challenge programs and coordinating with an emerging set of climate finance instruments.
As part of MIGOP restructuring, MIGIG will fall under the MIGA Industries Directorate, where it will support strategic midstream engagement with the World Bank teams in regions and global practices, with a view of supporting MIGOP Regional Heads and MIGOP Industries and Financial Institutions Group Manager to identify and originate novel guarantee programs and projects for the WBG Guarantee platform, as well as identify opportunities for product evolution. This will be closely coordinated with the MIGOP Regional Heads, who lead regional business development, and MIGOP Industries and Financial Institutions Group (FIG) Managers, who manage products and guide project execution.
The Infrastructure Specialist, based in Washington, D.C., will work closely with colleagues across the WBG, including MIGA. This role involves providing technical assistance, financial solutions, and expertise in support of infrastructure investments across all sectors and regions. Responsibilities include developing, structuring, and implementing project pipelines and transactions, creating financing platforms for key climate transitions, and employing credit enhancement and risk mitigation solutions to attract co-financing from the private sector on optimal terms for government clients. The role requires a strong understanding of financial markets, financial analysis, climate finance, and various debt instruments related to client financing. The Infrastructure Specialist will report to the Practice Manager of MIGIG.

Duties and Accountabilities
- Advise clients internally and externally (governments), on the development and effective implementation of private investments for sustainable development in infrastructure with a specific focus on private sector financing and climate transitions.
- Support the expansion of project pipeline, especially in infrastructure that are being targeted to mobilize private sector financing. This includes (i) identification of opportunities and candidate projects, and (ii) relationship building and management with both internal clients (GPs, CMUs, IFC & MIGA) and external clients (banks, institutional investors, credit analysts).
- Support Senior and Lead infrastructure specialists during preparation, structuring, negotiation, closing, and monitoring of transactions of investment and policy operations, with a focus on development and effective implementation of mobilizing commercial capital for sustainable development.
- Work with TTLs as an integral part of the project team, to conduct due diligence for infrastructure finance operations with a special focus on financial analysis and structuring financial solutions for raising commercial funding.
- Develop and lead conceptualization of MIGIG marketing materials and documentation as well as knowledge products (including webinars, dissemination brochures, country case studies and lessons learned from operations).
- Being integral part of project teams focusing on:
- risk assessment and risk allocation,
- financial structuring and analysis,
- transaction design, structuring and transaction processing,
- assessment of readiness of infrastructure projects to be taken to financial markets for long term funding, and
- project implementation and monitoring
Selection Criteria
- Master's degree (e.g., in finance, international business, public policy or related field) and a minimum of five years of professional relevant experience or an equivalent combination of education and experience
- A background in investment and development banking with demonstrated experience in working with private sector projects and governments
- Strong understanding of infrastructure policies, strategies and institutions, and how they are best designed to deliver services in a sustainable manner
- A full understanding of financial modeling, project finance, structured finance, capital markets, reinsurance market, ESG linked finance, green bonds and loans, sustainability-linked debt instruments and transition bonds. Familiarity with commercial banks, bond investors and institutional investors and the key motives and constraints driving their lending or investment
- An understanding of market trends and innovative financial developments across sectors and regions and an ability to translate such trends and developments to potential opportunities that could expand the World Bank's project pipeline that is targeted to mobilize private sector financing
- Strong analytical skills and proven ability to lead and contribute to high-quality analytical and advisory services tasks (and sub-tasks) related to infrastructure financing, public-private partnerships, and/or related topics
- Excellent written and spoken English essential; fluency in a second language, especially French and Spanish, is a plus
- Proven ability to interact and communicate effectively with senior staff and clients
- Ability and willingness to work flexibly on a range of assignments, and prioritize a variety of complex evolving tasks
- Ability to deal sensitively in a multicultural environment and build effective work relations with clients and colleagues
- Willingness and ability to travel
