Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an experienced, innovative, and public service-oriented transportation professional to join the Site Analysis Section. This position serves as the Transportation Demand Management (TDM) Proffer Coordinator by providing high-level professional guidance and facilitation in the implementation and monitoring of proffer programs aimed to decrease single occupancy vehicle (SOV) trips in Fairfax County. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the county's strategic transportation goals.

Responsibilities include:
  • Participating on cross-agency, multi-disciplinary teams to improve the efficiency and effectiveness of the land development process and respond strategically to development opportunities.
  • Coordinating with county agencies, neighboring jurisdictions, and other relevant agencies to reduce SOV trips in the region to ensure consistency in TDM implementation efforts.
  • Reviewing annual reports submitted by development sites to verify compliance of TDM goals; managing ongoing proffer database and program enforcement procedures for the intent of assisting in proffer compliance.
  • Developing and communicating findings, status reports, meeting summaries, official items for Board of Supervisors' and partnering agencies consideration, and other written materials as required to successfully complete projects or assignments.
  • Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs.
  • Supervising transportation planners, including setting staff goals, prioritizing tasks, and conducting performance reviews.
  • Arranging, coordinating, and attending project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus progressively responsible land use and transportation planning related experience.
  • Professional license in engineering or planning (ex: AICP, PE, EIT).
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
  • Strong analytical skills, excellent oral and written communications skills.
  • Ability to establish and maintain effective working relationships with government officials, the development community, colleagues, and the public.
  • Ability to develop, implement, and monitor team goals and initiatives.
  • Ability to provide staff development and training to align and achieve individual and organizational goals.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
