Job Summary:

Under the general direction of the Mobility Manager, the Direct Operations Services Manager oversees the planning, coordination, and management of the City of Greeley's direct mobility services, including fixed-route, express, commuter, and microtransit operations. This role ensures efficient service delivery, optimizes resource utilization, enhances customer service, and upholds compliance with safety and regulatory standards. The position also provides strategic and operational support to the Mobility Manager and performs related duties as needed.

Experience, Knowledge, Skills:

Minimum Requirements
  • Specialized or technical training beyond high school.
  • Minimum five (5) years of experience in transit operations, parking management, contract administration, or customer service supervision.
  • Three (3) years' experience supervising individuals and teams.
  • Must be able to hold a current DOT Medical Card
  • Class B CDL with Passenger Endorsement (CDL-P2) or the ability to obtain within 3 months of hire
  • Strong knowledge of municipal transit regulations, parking policies, and contract compliance.
  • Possession of a valid driver's license.

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

Preferred:
  • Bachelor's degree in Public Administration, Business, Transportation, or a related field.
  • 5 years experience supervising individuals and teams.
  • Bilingual in Spanish and English

Knowledge, Skills, and Abilities.
  • Knowledge of principles and practices of local government, mobility management, transit operations, micro-mobility, curb management, and human services.
  • Basic knowledge of specialized areas such as transit and paratransit operations, and the activities of local human service providers.
  • Ability to communicate effectively and clearly in all situations, including individual communication, public speaking, and small groups.
  • Strong interpersonal skills, including the ability to work effectively as part of a team and with external partners.
  • Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
  • Strong computer aptitude, including proficiency in Microsoft Office Suite and the ability to learn new computer software applications.
  • Proficiency in customer service software, ITS software, transit scheduling tools, and parking management systems.
  • Ability to analyze data, generate reports, and present findings effectively.

Travel
  • Approximately 10% flexible, local travel required.

Essential Functions:
  • Oversee daily mobility service operations for services provided by City of Greeley employees, ensuring smooth and efficient delivery of services like, but not limited to, fixed-route, express, commuter, and microtransit services.
  • Manage Safety and Road Supervisors, Dispatch, and support systems, identifying areas for improvement.
  • Ensure daily adequate operator coverage by reviewing daily schedules and minimizing overtime impact.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Act as a bus operator during staff shortages, as needed.
  • Oversee and administer operator scheduling, Intelligent Transportation System software, timekeeping software, and microtransit service platforms.
  • Participate in the hiring, training, evaluation, and development of personnel, addressing performance issues and implementing disciplinary actions when necessary.
  • Provide leadership and motivation to enhance team performance and ensure compliance with operational standards.
  • Manage direct operations safety programs, including performance monitoring and behind-the-wheel operator assessments.
  • Ensure compliance with federal, state, and local safety regulations, implementing necessary policy and procedural updates.
  • Manages the investigation and responses to customer complaints and operational issues, identifying solutions and implementing corrective actions for services directly operated by the City.
  • Assist in the development and implementation of operational goals, policies, and procedures to improve efficiency and service quality.
  • Recommends appropriate service and staffing levels based on organizational needs
  • Conduct operational studies and investigations, recommending enhancements to mobility programs and service delivery methods.
  • Stay informed on emerging trends, technologies, and best practices in transportation planning and mobility services.
  • Prepare and present staff reports, performance metrics, and operational analyses.
  • Maintain accurate division records and files, ensuring transparency and compliance with city policies.
  • Remain up to date on industry advancements and changes
  • Performs other duties as assigned.

Work Environment and Physical Requirements:
  • This position involves a combination of office work and fieldwork. Estimated 85% of the time is spent in an office environment, and 15% is spent at field sites or project locations.
  • A standard office environment, which involves working at a desk or workstation for extended
  • periods. The noise level is generally low to moderate, consistent with a typical office setting.
  • Exposure to minimal hazards that are typically found in general office environment.
  • Exposure to some field work to view assets and how information is collected.
  • Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site.

Physical Requirements:
  • Mobility: Ability to sit for extended periods at a desk or workstation, occasional walking or standing, ability to move throughout office location and project sites.
  • Dexterity: Ability to perform repetitive movements for typing, writing, and operating office equipment.
  • Strength: Ability to lift or carry objects weighing up to 15 pounds occasionally.
  • Endurance: Ability to maintain focus and productivity for extended periods while performing job duties.
  • Flexibility: Infrequent need to perform the following physical activities: bend/stoop/squat, climb stairs, push or pull, reach above shoulders
  • Vision and Hearing: Sufficient visual ability to read printed or digital documents, view computer screens, and perform detail-oriented tasks. Adequate hearing to participate in verbal conversations, virtual, phone, and in person communications.
