The Central Regional Design Division (CRD) provides engineering, design, and project development services to District Three (3) and District Six (6) in order to provide the central region of New Mexico with safe transportation services while implementing innovative design. The Central Regional Division also acts as a liaison between Districts, Local Entities, and the Federal Highway Administration (FHWA) providing technical assistance to ensure local government project design plans can be constructed.
Why does the job exist?
To provide a New Mexico Licensed Professional Engineer (LPE) to work on behalf of the New Mexico Department of Transportation's (NMDOT) CRD as a Project Development Engineer (PDE) to support the administration of construction program funds for NMDOT's District Three (3) and District Six (6).
How does it get done?
This position is directly responsible for the design, development, and submittal of multiple Construction Project Plan Sets and Production Packages as assigned by the Region Manager.
Additional essential duties of this position will include:
- Utilize their professional engineering stamp on elements of the production package, like the construction plans and engineer's estimate, supervise and manage an internal design squad as they develop Construction Plan Sets.
- Coordinate with all the NMDOT support groups (Bridge, Drainage, Geotech, Survey, Environmental, Roadside and Community Design, Public Engagement, Hazardous material, Railroad, Utilities, Right-of-Way, Traffic, Pavement, District personnel, STIP, Procurement, Legal) to ensure each project complies with the policies and procedures that the support group is responsible for.
- Coordinate and facilitate all project milestone meetings to include the District Personnel (Design and Construction) and Support group personnel and documents the meeting as well as comments and resolutions.
- Compiles the production package for their projects (complete Construction Plan Set, Contract Book, Special Provisions, Notice to contractors, Engineer's Estimate, Final Certifications: Railroad, Environmental, Utility, ITS, ROW, any agreements, and any Design Variances and/or Exceptions).
- Answering design-related questions when the project is under construction. The PDE is responsible for developing the scope for projects being advertised as part of the Request for Proposal (RFP) process.
- Negotiates the Scope and Fee with the consultant and initiates the process to develop a contract by managing the contract and ensuring the deliverables and terms identified in the contract are met.
- Reviews and approves invoices based on project progress. This is done on consultant projects that include various phases of the project process (Phase I - A/B/C/D: Project Study Phase and Preliminary Design, Phase II: Final Design, Phase III: Engineering support during construction).

The NMDOT District Three (3) and District Six (6).
Ideal Candidate
The ideal candidate will have preferred experience/education in the following areas:
* Road design specifications, codes or manuals published by organizations such as American Association of State Highway and Transportation Officials (AASHTO), or Federal Highway Administration (FHWA).
* Working with NMDOT standards specifications for highway and bridge construction.
* Ability to review, analyze, and verify project information including cost estimates, project construction quantities, utility installations/relocations, and as-built roadway plans.
* Producing construction design plans with the assistance of computer aided design software - AutoCAD and Civil 3D.
* Supervising employees.
* Managing and coordinating complex projects.
* Conducting public meetings.
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and five (5) years of engineering experience, one (1) of which must be as a Licensed Professional Engineer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Employment requires successful completion of pre-employment physical exam and is conditional pending results.
Business Reference check is required, and employment is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Mostly office setting with some field exposure at active construction sites requiring personal protection equipment and safety awareness. Travel throughout the state and occasional out of state travel may be required.
