Why does the job exist?
This position oversees and manages the District Three (D3) Pavement Preservation Program to include in-house and contracted projects. Provides technical support to D3's Assistant District Engineer (ADE) of the Maintenance Division, Area Maintenance Supervisors, Patrol Supervisors and other New Mexico Department of Transportation (NMDOT) managers and staff.
How does it get done?
Duties will include but not limited to development and administration of Price Agreements. managing and administering maintenance contracts including responsibility to oversee and direct subordinates (maintenance contract project inspectors or Engineering Technicians) along with coordinating with Area Maintenance Supervisors for in-house pavement preservation projects. Responsible for data collection and processing so it can be used to update/refine District 3 Annual Pavement Preservation. Oversee and Maintain budget requirements for the pavement preservation program and process and present technical reports in various forms for various target audiences requested by ADE, the District Engineer and other NMDOT management staff.

The traveling public, internal and external customers.
Ideal Candidate
The ideal candidate will have experience in the following:
- Intermediate roadway and bridge construction technique understanding applicable to standard specifications for highway and bridge construction;
- Intermediate ability to conduct field reviews for roadway and bridges within assigned infrastructure inventories and make assessment and recommendations for preventative maintenance applications;
- Intermediate ability to read and comment on construction plans during all stage of development;
- Intermediate ability to track multi year project funding from different sources;
- Basic experience reviewing contractor payment application versus purchase order for payment application;
- Basic understanding of statewide price agreement and procurement process for the management of annual budget for maintenance projects;
- Supervision of subordinate technicians and inspectors; and,
- Experience in the area to oversee contractors awarded maintenance contracts for roadway and bridge projects.
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and five (5) years of engineering experience, one (1) of which must be as a Licensed Professional Engineer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Employment Requirements
Employment requires successful completion of a post offer pre-employment physical. Must possess and maintain a valid Driver's License. Business reference check and driver's license verification are required, and employment is conditional pending results. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
Working Conditions
Work is performed in an office and involve outside field work. Environmental conditions will be from office setting to outside work involving being exposed to sun, heat, cold, rainy weather extremes in the field. Extensive use of personal computer. Travel throughout the state and occasional out of state travel may be required. Ability to lift up to 50 pounds. Position will require intermediate night work as needed.
