SALARY: Based on the 2024-2025 Salary Schedule

$159,833 - $191,673 (DOQ)

POSITION INFORMATION

The Executive Director of Fiscal Services provides primary leadership for all fiscal functions in the district, including finance and business management. The Executive Director serves as chief financial officer and is responsible for analyzing and establishing systems within the department to assure accurate, effective, efficient, and transparent financial operations.

Pasco is a rich, culturally diverse, vibrant community and one of the fastest-growing districts in the state. As a result, the district has sustained an ambitious capital projects program and will open two new high schools in 2025. The total General Fund budget for 2024-2025 is $331 million, supporting over 18,000 students.

THE DISTRICT SEEKS A CANDIDATE WITH:
  • Bachelor's degree in finance, business administration, or related field; Master's degree desired.
  • Minimum of 5 years successful administrative experience in school district or large public agency fiscal management; experience with GFOA Best Practices in School Budgeting preferred
  • Demonstrated successful, recent leadership experience implementing and directing organizational change and creating and refining effective, efficient, customer-service focused systems.
  • Proven ability to articulate a vision, direction, and leadership in providing operational support to schools and departments.
  • Demonstrated ability to establish relationships and work effectively with diverse elements within the school system and community.
  • Demonstrated leadership and experience in supervision and evaluation of staff.
  • Strong knowledge and experience in accounting principles, budget and fiscal procedures, and purchasing.
  • Outstanding verbal and written communication skills
  • Strong analytical skills, including the ability to engage in systems thinking and consider organizational impacts from multiple sources.
  • Knowledge and experience in working with diverse populations.
  • Strong administrative skills, including supervision, budgeting, planning, goal setting, and organization.
  • Demonstrated ability to build a positive culture and develop and maintain collaborative working relationships with employees and the community.
  • Proven track record of creating a department atmosphere of exemplary internal customer service.
  • Ability to work independently, utilize sound professional judgment, and act with integrity in upholding, modeling, and establishing accountability for high professional and ethical standards.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Provides strong executive leadership by actively supporting the Superintendent and Board of Directors' goals and initiatives, and participating as an engaged member of the leadership team; serves on the Superintendent's Cabinet.
  • Leads district initiatives and complex change, including the district's GFOA/Best Practices in School Budgeting initiative, with a customer service focus and strong collaboration with multiple stakeholders.
  • Promotes and communicates the District's mission, vision, and goals by effectively communicating operational efforts across the district to various stakeholders to ensure initiatives are successfully implemented; clearly and succinctly communicates district financial information to community stakeholders.
  • Maintains current knowledge of rules, regulations, legislation, technology, and procedures governing school business and finance; Advises the Superintendent, Board of Directors, and administrators on impacts and actions related to legislative and regulatory changes.
  • Manages and coordinates all business records and accounting services for the district; ensures comprehensive accounting and financial reporting systems and procedures; maintains expenditure controls in compliance with acceptable accounting practices.
  • Directs, reviews, analyzes, and interprets financial and management information. Provides advice, recommendations, and strategies for use in matters of fiscal and business impact, such as budget, revenue forecasting, demographic and enrollment projections, district growth, collective bargaining, school construction, and levy and bond functions.
  • Manages budgeting processes and multiple-year financial planning. Manages financial and business-related functions and activities to include accounting, payroll, purchasing, financial analysis and reporting, treasury, and records.
  • Advises and assists in contractual and legal matters, development and implementation of policies related to business and operations matters, preparation of levy and bond proposals and resolutions, and coordination of internal and external audit activities.
  • Supervises personnel, monitors performance metrics, analyzes data, provides for professional growth, and achieves the overall program objectives.
  • Oversees the preparation of monthly and annual financial statements and schedules for all funds: general fund, associated student body, capital projects, debt service fund, and transportation vehicle fund. Prepare financial notes, including requirements for fixed assets, long-term debt group, and other fiduciary funds.
  • Supervises the development and preparation of the district's annual budgets in alignment with the district's goals.
  • Oversees the maintenance and implementation of budget monitoring systems, account code use, and internal controls; Analyzes financial information and status of budgetary accounts and guards against overspending. Provides financial and cost analyses, makes projections, and communicates timely information to a variety of stakeholders.
  • Attends Board meetings, community meetings, and others, and prepares reports as required.
