The Transit Bureau in the Transit and Rail Division manages the New Mexico Department of Transportation (NMDOT) Park and Ride intercity bus service. Administers federal transit grant funding and programs, and provides technical and coordination assistance to public and private non-profit public transit systems. Administers federal transit grants used by the state's larger municipalities for public transit-related programs. Administers federal transit planning grants to Metropolitan Planning Organizations (Metropolitan Planning Program Section 5303) and Statewide (Section 5304). Administers flexible Federal Highway Administration funds used for transit purposes.
Assists local governments to establish Regional Transit Districts (RTDs) and then assists the RTDs to plan, coordinate and implement service.
Why does the job exist?
This position serves as the Transit Bureau Chief that oversees transit operations, planning, and funding, including managing NMDOT's federal transit grants program, as well as supervising the Transit Bureau staff.
How does it get done?
The Transit Bureau Chief is responsible for managing the following programs in the Transit Bureau within the NMDOT Transit and Rail Division:
-Manage the Department's statewide surface transit programs and support the development of transit and ride sharing as viable transportation choices in New Mexico. This includes educating the public and professionals on fundamentals and complexities of transit operations, funding, and policies.
-Administer and oversee compliance of federal grant funds that the support rural general public transit, special needs passenger transportation programs, and small urban transit equaling over $20 million combined in federal transit grant and local matching funds.
-Oversee implementation of new federal safety and transit asset management requirements for public transit agencies in the State.
-Assist with the administration of federal grant funds for special projects, such as Rail Runner Express commuter rail multimodal connections, operations and maintenance, transit facilities, and state of good repair funding totaling an estimated $24 million.
-Oversee the responsibility of acting as the Federal Transit Administration designated recipient for all rural and small urban transit programs in New Mexico.
-Manage the New Mexico Park and Ride intercity bus service and contractor which has become the fourth largest bus transit provider by ridership in New Mexico: $7 million for operations and $1 million for capital annually. This position has primary responsibility for the safe and effective operation of NMDOT Park and Ride service that has significant visibility and consequences of error in the event of accidents or failure to provide scheduled bus service.
-Provide technical/policy/coordination/implementation assistance to Regional Transit Districts (RTDs).
-Oversee technical assistance and coordination efforts to public and private non-profit transit operators, as well as all transit planning activities.
-Directly supervises 7 staff and multiple consultants/vendors/price agreements.
-Provide guidance on transit and multi-modal issues to executive staff and other staff on a project basis.

The public and private and public transit- related stakeholder and partner organizations.
Ideal Candidate
The ideal candidate will have preferred experience/education in the following areas:
Eight (8) years of professional management experience with a strategic focus on transit grant administration,
operations, policy, regulations, and management. Proven expertise in securing and managing funding,
as well as cultivating partnerships at the local, state, and federal levels.
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
Occasional work in the field in varying weather conditions. Interaction with the public, county, and city officials by phone or in person.
Occasional assignments that require travel and extended overnight stays.
