Introduction
We are seeking a Technical Operations Manager with significant experience in ensuring the stability and optimal performance of all cloud and on-premise services that support organizational operations for the Wisconsin Court System. The Technical Operations Manager is responsible for a broad range of tools and technologies, including servers, local networking equipment, wide area networking, virtualization, virtual private networks, VOIP services, and two central data centers. This position has overall responsibility for the technical implementation, operability, and availability of the court system infrastructure and network. The Technical Operations Manager oversees the configuration and management of the IT infrastructure to support requirements in areas such as data retention, security, business continuity, disaster recovery planning/testing and information risk management.

SALARY: Starting salary will be $92,366 - $123,164 annually, with a State of Wisconsin benefits package.

RESPONSIBILITIES:
1) Supervise and mentor technical staff, including the development and delivery of accurate and constructive annual performance review for direct reports. 2) Oversee day-to-day operations; develop and plan workload allocation and distribution of staff, technology, and other resources. 3) Identify subject matter deficiencies of departmental staff and ensure effective training is provided. 4) Ensure all departmental staff are actively contributing, via daily work assignments, to organizational objectives. 5) Ensure statewide technical infrastructure is operating optimally through collaboration with cross-functional teams to manage IT software, hardware and services. 6) Participate in development and delivery of the CCAP technology roadmap in support of strategic objectives. 7) Ensure infrastructure and network comply with CCAP technical standards and cybersecurity best practices. 8) Ensure accurate inventory records and an efficient inventory operation. 9) Review IT vendor support contracts annually to control costs and identify opportunities for service improvements and cost savings. 10) Lead team, incident response efforts, and recovery related to infrastructure or network issues and outages. 11) Ensure all critical court records are adequately backed up, verified, and capable of restoration in the event of system failure or other disaster. 12) Ensure critical technical issues are resolved efficiently and effectively. 13) Apply root cause analysis and good problem-solving techniques when issues arise to ensure permanent resolution. 14) Collaborate on the development of budgets, forecasts, resourcing, cost of services, and planning activities. 15) Invest in and empowers a highly skilled and motivated technical workforce.
Qualifications
1) Technical degree in IT infrastructure required, with a Bachelors' degree in Information Technology preferred. 2) Minimum 2 years' experience IT Infrastructure leadership required, with 5 years preferred. 3) Experience in technical infrastructure design and architecture. 4) Experience in onsite and cloud platform IT management. 5) Experience with project management and supervision. 6) Experience with disaster recovery methodologies and tools. 7) Office 365 administration experience (Exchange, SharePoint, OneDrive, Teams). 8) Comprehensive knowledge of technical infrastructure design, frameworks, and architecture of on-premise and cloud environments; including AWS and Azure. 9) Windows and Linux server administration experience. 10) Network administration experience. 11) Knowledge of cybersecurity risk frameworks (NIST, CIS, PCI, etc.). 12) IT Service Level Management (ITSM) and Information Technology Infrastructure Library (ITIL) certification preferred.
SPECIAL REQUIREMENTS:
1) Employment will require a criminal background check. 2) Must meet the minimum standards for driving a state vehicle. 3) Must be able to travel throughout the State of Wisconsin with occasional overnights. 4) The Wisconsin Court System does not sponsor work visas.
